, the Independent High Electoral Commission in Iraq, on Sunday, clarified the mechanism for announcing the preliminary results of the upcoming elections, addressing the security institutions to complete the procedures related to private voting and withholding the names of voters from these institutions from the voter register for the general vote.
A statement of the Commission, of which Mawazine News received a copy, stated that “In preparation for the next election, which is scheduled to take place on the tenth of October 2021, and after the completion of the period of updating the voter register to reach a solid electoral register, the commission is preparing to launch its educational media campaign. To distribute the electronic voter card to be launched in June of the current year for a period of (three months), "indicating:" as the commission targets the electorate who registered and updated their electoral data biometrically and with their various categories in an effort to guarantee their electoral right. "
The statement added, "Within the electoral preparations for polling day, the IHEC is in charge of preparing human resources that will work as polling staff for a period of one day, and in this regard it has worked on creating the submission link (http://37.98.225.237:9999/) shown on its official website. And the official social networking sites of the Commission, as the application process started on 5/24/2021 and continues until 1/8/2021 over a period of (24) hours. "
He explained by saying: “As the submission is through a form that is opened after the applicants agree to the conditions and rules of conduct related to the work of polling employees. University and institute students and graduates, a financial reward that will be determined by the Commission later.
Based on Cabinet Resolution No. (149) for the year 2021, which states (authorizing the Independent High Electoral Commission to negotiate and directly contract with a reputable international company to print ballot papers and sensitive forms for the election of the Iraqi Parliament for the year 2021, with an exception from the Instructions for Implementing Government Contracts No. (2) (For the year 2014 and the regulations attached thereto), the Board of Commissioners took a decision to approach the company contracting with the Central Bank of Iraq that handles printing the Iraqi currency, and the Election Commission formed a committee headed by the head of the electoral administration Judge (Abbas Farhan Hassan) and the membership of the deputy head of the electoral administration for technical affairs and a number of specialized employees ; For the purpose of negotiating with the German company (Kaizka Plus Difference), which the Cabinet approved the procedures for contracting with it to print ballot papers and election forms, and to oblige it to the timetable times of the electoral process that is to be conducted.
He continued: “On another level related to the procedural technical aspect of the polling stage, the Board of Commissioners unanimously agreed to announce the preliminary results of the polling stations (public and private) after the completion of the counting process and the electronic and manual counting of the stations that will be selected from each polling station, and in case there is a difference in the results of the polling stations (public and private). Sorting and manual counting of electronic results at a rate of 5% takes place in the manual sorting and counting of all polling station stations in the same building, and the initial announcement of the voting results will take place after the completion of the counting and manual counting process within (24) hours from the date of the end of the special polling, as well as the general vote that will be announced. His results are also within (24) hours of the end of the general voting. "
He stated, "The heads of the Board of Commissioners, the electoral administration and members of the IHH attended a meeting of the President of the Republic and a number of presidential advisors to discuss the procedures and mechanisms established by the Commission to ensure the integrity of the electoral process and prevent instances of manipulation and fraud in it."
The statement added: "The Chairman of the Board of Commissioners, Judge (Jalil Adnan Khalaf) also received the Deputy Special Representative of the United Nations Special Representative in Iraq for Political Affairs and Electoral Assistance, to discuss the latest preparations for holding the elections on the scheduled date, and the preparations made by the functional cadres in the IHCR to distribute the voter biometric card."
He pointed out, "The Chairman of the Board of Commissioners, the head of the electoral administration and the directors of electoral offices participated in the expanded conference of the Supreme Security Committee for Elections, which was held last Monday at the headquarters of Baghdad Operations Command and chaired by the Deputy Commander of Joint Operations and Head of the Supreme Security Committee for Elections Lieutenant General Abdul Amir Al-Shammari, in the presence of Operations leaders and directors of a number of security agencies, as well as the advisor to the prime minister for electoral security affairs, Muhannad Naim.
