    Mubasher: The Parliamentary Finance Committee in Iraq clarified, today, Thursday, the mechanism for disbursing the budget to the governorates, while specifying the reasons for its delay.

    Committee member Muhammad Al-Shabki told the Iraqi News Agency, "Conscious", that there are two reasons why the budget did not reach the governorates and ministries; Technical and routine, noting that the governorates must submit their plans to the Ministry of Finance and then to the Ministry of Planning for approval and then to the Finance again for funding.
    He added, that this path takes some time, noting that some governorates and ministries wish to release the budget before the elections.
    He stressed that some governorates do not submit the allocated budget for approval on time, as well as the red tape between the concerned ministries and the administration of some governorates, which caused the budget not to be received, pointing out that there are many governorates and ministries that did not discuss the plan with the ministries of planning and finance for approval.
    The Parliamentary Finance Committee revealed, earlier, the details of its meeting with the governors, in the presence of the First Deputy Speaker of Parliament, Hassan Al-Kaabi, while confirming the doubling of allocations for the development of regions and governorates in the 2021 budget.
    Member of the committee, MP Majid Al-Waeli, said that the Parliamentary Finance Committee's meeting with the governors came in order to review the governorates' investment plans and their allocations for ongoing and new projects.
    And he indicated that, according to the budget law, the committee allocated funds to projects with high achievement to ensure the largest number of projects that enter the service, taking into account the strategic and important projects of governing importance.
    He pointed out, "The additional allocations made by the Finance Committee to the governorates were for new projects, which must be distributed according to strategic importance and population representation within the governorate."
    He continued, "The regional development plan is of great interest to the Finance Committee because these allocations go towards projects in the province to provide job opportunities and reduce poverty and unemployment."
    He added, "The new projects will be reflected in the economic movement in the province and will witness economic activity and prosperity," noting that "the allocations for the development of the regions were in the budget amounting to two trillion dinars, but the committee was keen to double it to be 4 trillion dinars, and another trillion was added that was allocated to new investment projects. "
