    The legal expert, Ali Al-Tamimi, stressed that the government does not have the right to hand over the budget to Parliament, whether officially or simply for information, as it is a business conductor.

    He added that "the government and in the event that the general budget law is not legislated, it will resort to the Financial Management Law of 2004, which allows the government to spend 12 percent of the amount of the previous budget and of the available revenues and dividing the amount of the previous budget by 12 percent, which is called the emergency budget, as happened in 2014. It is a temporary condition until the legislation.”
