The representative of the coordination framework, Muhammad Al-Ziyadi, confirmed, on Saturday, that the refusal to appear Minister of Finance Ali Allawi before the First Deputy Speaker of the House of Representatives is constitutional, considering that the government and ministers are responsible to the House of Representatives and not to people, indicating that Al-Zamili’s invitation was for the sake of caution, but it Constitutionally not completed.
Al-Ziyadi said in a statement to / the information /, that “the invitation by the First Deputy Hakem Al-Zamili to appear Minister Ali Allawi for the discussion was not intended, but rather from Zamili’s keenness on the political process, but it was not in constitutional mechanisms and the Minister of Finance has the right to refuse to appear.” .
He added that "the invitations and hosts for any minister from the government must be in accordance with constitutional mechanisms, and the first deputy had to submit a list to the members of the House of Representatives to obtain approval because the House of Representatives did not complete the specialized committees."
Al-Ziyadi pointed out that "only the committees have the constitutional right to host and summon any government official according to their competencies." Ended / 25 AD
