, MP from the State of Law coalition, Muhammad Al-Ziyadi, confirmed, on Sunday, that the caretaker government continues to invent pretexts for not implementing legislation and constitutional laws regarding petrodollar quotas for the oil-producing governorates.
Al-Ziyadi said in an interview with "Mawazine News", "These government pretexts lead to the failure of local governments to provide services and raise the economic status of those governorates," noting that "this restriction gives a justification to future federal governments by talking about the inability of local governments to provide services." and self-manage.
He continued, "The federal government is concerned with three sovereign ministries, which are defense, finance and oil, and any other ministry must be run from within the provinces." He added, "Keeping the provinces poor and not providing them with their shares of economic resources in accordance with the legislated laws, aims to weaken those governments and thus keep control at the center of decision-making in Baghdad."
