     Baghdad: Omar Abdul Latif

The government withdrew the draft laws on communications and information technology and the Ministry of Communications and Information Technology.
A member of the Communications and Transport Committee in the House of Representatives, Karwan Ali Yaruwis, told Al-Sabah: The General Secretariat of the Council of Ministers sent a letter to the Office of the Speaker of the Council withdrawing the two draft laws that had previously been approved by the Council of Ministers, without giving further details. For his part, journalist and researcher specializing in information, Rahim Al-Shammari, explained to Al-Sabah that there is an overlap in several legislations with draft proposals and draft laws for communications and information technology, a conflict with judicial applications, and an overlap with what security services want to impose and issue a law with.
He pointed out that approximately seven drafts had previously been put forward and remained oscillating between the government, parliament, the State Council, and ministries, given that communications and information technology was modern in the world in 1994. He noted the increasing difficulty of interference with the establishment of the Communications and Media Authority, which granted regulation of the frequency spectrum.
Al-Shammari pointed out that the facilities, infrastructure, and buildings remain with the Ministry of Communications, in addition to the fact that media, technology, communications, and informatics suffer from this overlap.
He explained that the state determined that the revenues of mobile phone companies and frequency spectrum would be received by the Communications and Media Authority, pointing out that the Ministry of Communications legally owns all infrastructure.
Al-Shammari expected that the two laws would be challenged when presented to the House of Representatives because they contradict and intersect with the Constitution and applicable legislation, stressing that everyone is in favor of legislating an advanced, advanced, fair law that serves the state and society and does not infringe on the citizen’s personal rights.
