The General Secretariat of the Council of Ministers revealed preparations for the creation of 3,000 schools in all governorates next year, and talked about a plan to get rid of double shifts and collapsed buildings, explaining that this would be through the contracts provided by the framework agreement concluded between Iraq and China, stressing that the designs of those The schools will be exemplary according to what the Ministry of Housing, Construction and Municipalities has worked on.
The Ministry of Planning had revealed earlier that the number of schools that were completed during the past year amounted to 1,836 schools throughout the Iraqi governorates, noting that the completed buildings included kindergartens, primary, middle and preparatory schools, as well as building classrooms and administrative suites.
The spokesman for the General Secretariat, Haider Majid, said, in televised statements that were followed by (Al-Mada), that "everyone knows that the educational sector in Iraq needs school buildings because of some schools in which school hours are double or triple, and others are muddy, or are on the verge of collapse."
Majid added, that the National Project for Model Schools was launched by Prime Minister Mustafa Al-Kazemi and assigned the General Secretariat of the Council of Ministers to supervise it, and today we are working to achieve it as soon as possible through continuous follow-up to the work of the implementing companies.
He pointed out, "The file has been referred to the framework agreement between Iraq and China, and the General Secretariat has started preparing for this project in coordination with the governorates and their education departments."
Majid spoke about “a fair distribution of this project to the governorates on the basis of population ratios, as well as the issue of the problems it suffers from in terms of the number of school buildings compared to the number of students in them.”
He explained, "The National Center for Engineering Consultations in the Ministry of Construction, Housing and Municipalities prepared 11 designs, four of them were selected, and we completed those procedures during the past months."
Majid affirmed, "The signing of 15 contracts with two companies (Power Jaina) and (Sinotec) and the completion of all legal procedures for those contracts, and at the end of last week witnessed the laying of the foundation stone to start the project in Najaf Governorate, which has a share of 40 schools."
And he indicated, "The Department of School Projects and Buildings in the General Secretariat of the Council of Ministers is preparing for 3,000 schools next year, out of a total of 8,000 schools, which is the sum of what we seek to create within our work plan."
Majid pointed out that "the government's trends were to develop advanced and exemplary designs, and we have four models, one of them is different from the other, and all include sports playgrounds, halls for other activities and classroom expansion, and their number ranges between 14, 18 or 24 classrooms," explaining that "those schools include All levels, whether elementary, middle or preparatory.
And he believed, "These schools will be an important start and support for the educational sector in Iraq, and there is a high-level government interest in order to complete the file in the required manner and according to the specified time."
Majid noted that "the government works in general with the file of school buildings on two lines. The first is the lagging projects of the Ministry of Education, and the second is the model school buildings within the national project to build schools in the Iraqi-Chinese framework agreement."
He stressed, "Iraq's need for more than the planned number of schools, because the lagging projects, had they been completed on time, would have covered a lot of the shortfall."
Majid went on to say, "The entirety of the work, whether on the level of the government plan or the Chinese agreement, will fill the need for schools, and thus we will get rid of double shifts and mud or crumbling buildings."
The Secretary-General of the Council of Ministers, Hamid Al-Ghazi, said in an official statement, "The school building project, which laid the foundation stone for it in Najaf at the end of last week, is one of the vital and important projects that will contribute to supporting the educational sector in all governorates, and is considered a qualitative transformation in school buildings." In terms of designs and structures inside each building.”
