The security ministries account for 54% of the jobs... and the referral for retirement provided 500 thousand degrees

Baghdad/ Firas Adnan
Economic experts confirmed that the security ministries and their agencies had acquired 54% of government jobs, pointing out that there were 500,000 degrees of retirement over the past three years, while they talked about the need to provide 5 million job opportunities until 2030, otherwise the political class will be in confrontation with the street.
Economic expert Abdul Rahman al-Mashhadani said, "The government statistics recently issued by the Ministry of Planning and Development Cooperation showed that there are 4 million unemployed Iraqis."
Al-Mashhadani added, "These statistics are close to our expectations, and they are not low for a society like the Iraqi society, despite our differences with the official authorities in some details."
He pointed out that "unemployment for those aged 18 to 35 years is more than what is announced, and even reaches 45%."
Al-Mashhadani indicated that "colleges and universities graduate 200,000 students annually and enter the market of the unemployed, and hardly any of these numbers find job opportunities."
He pointed out that "the suspension of appointments in state departments came from the government in 2016, and it is an argument and a peg on which mistakes are attached, and it was included among the items that the government committed itself to in exchange for obtaining international loans during the economic crisis due to the collapse of oil prices after 2014."
Al-Mashhadani noted that “the goal of stopping appointments in the public sector is to stop operational spending,” stressing that “salaries and wages drain about 40% of the operational budget allocations for the Iraqi state.”
He continues, that "when Iraq resorted to amending the retirement law in 2019, lowering the retirement age from 63 to 60 years, the purpose was to provide job opportunities for young people instead of those who were retired."
Al-Mashhadani stressed that “in 2020, when the law was implemented, 220,000 were referred to retirement, and 250,000 were added to the number during the following years.”
He stated, "There are 500,000 job grades that resulted from the referral for retirement in the years following the amendment of the retirement law, and no replacements were appointed for them."
Al-Mashhadani added, "54 percent of the public sector workers are affiliated with the ministries of interior, defense and other security services, and the rest are in other ministries."
He spoke of a "deficiency in the ministries of education, health and higher education", criticizing the fact that this deficit should be covered "through other, not required, specializations."
Al-Mashhadani explained, "The Ministry of Education, which suffers from a lack of chemistry, physics, mathematics and English majors, resorts to appointing holders of degrees in Arabic and Islamic sciences."
He added, "There are other service departments that have contact with the citizen and suffer from a job glut and disguised unemployment, and some of their employees do not carry out their duties in order to force the auditors to pay bribes and commissions."
Al-Mashhadani went on to say, "Iraq needs to take a series of actual measures that would address unemployment at the level of supporting the private sector and using capacities as required, as well as addressing disguised unemployment in some international circles."
For his part, the other economic expert, Nabil Al-Marsoumi, stated that "government estimates indicate that there is one unemployed person compared to four who have a job."
Al-Marsoumi added, "The rates for females are double the unemployment rates for males."
He pointed out, "Young people account for the largest percentage of unemployment, about three times more than the rest of the segments in Iraqi society."
Al-Marsoumi stated, "The Iraqi street witnesses almost daily demonstrations by young people asking for job opportunities," stressing that "there are 11 million workers in Iraq, and it is likely that it will increase to 16 million in 2030."
He believed, "Resorting to demonstrations and protests to demand job opportunities is a natural matter guaranteed by the constitution, because they are looking for one of their rights."
Al-Marsoumi finds, “The official authorities seem unable to achieve these demands, due to the absence of a real economic process that produces goods and services and provides job opportunities.”
He stated, "The expansion of the number of workers through the creation of new jobs in the public sector and government departments was not accompanied by a real expansion in production and service capabilities."
Al-Marsoumi called, “the state to develop a clear program to modernize the public sector and establish some strategic projects that provide job opportunities in order to diversify the Iraqi economy and move it from rentier to productive in conjunction with the adoption of a package of measures supporting the private sector.”
He warned, "The political class will face a difficult task in the coming years, which is to provide 5 million job opportunities until 2030."
Al-Marsoumi went on to say, “This is through employment in state agencies brimming with employees or diversifying the economy and creating sustainable job opportunities. Otherwise, this class will be in direct confrontation with the crowds of the unemployed in a way that negatively affects political and social stability.”
It is noteworthy that the law of emergency support for food security provided each governorate with 1,000 job grades with a salary of 300,000 dinars, which will be launched soon.
