    In a remarkable statement about the phenomenon of beggary, Hazem Al-Rudaini, head of the Strategic Center for Human Rights in Iraq, spoke about bringing beggars from Arab and foreign countries to Iraq, with the aim of making profits from beggary.

    Al-Rudaini pointed out that the revenues of beggary are large, pointing out that the phenomenon of begging has increased significantly, and that thousands of people beg in Baghdad, and the largest number of them live in Baghdad.
    The head of the Strategic Center for Human Rights in Iraq revealed that "people from Arab and foreign countries were brought to Iraq for the purpose of begging." 
    He stated that "a number of these people are linked to large networks that earn a lot of money from begging," and that each network has identified its workplaces, and "a beggar in one network cannot work in an area controlled by another network."
    Al-Rudaini said in this regard: "Most of the beggars do not suffer from any problems, and they practice beggary as a trade and profession," noting that these "refuse any job opportunity, because they receive two million dinars per month."
    The head of the Strategic Center for Human Rights in Iraq called for the Iraqi Ministry of Interior to take "the necessary measures against the phenomenon of beggary and arrest beggars on a daily basis," because he believes that "the threat they pose is no less than the threat posed by other crimes." 
    It is noteworthy that Article 1/390 of the Iraqi Penal Code No. 111 of 1969 states: “Any person who has completed eighteen years of age and who has a legitimate source of income from which to live or who was able to obtain this resource by his work is punishable by imprisonment for a period not exceeding one month, is found as a beggar in The public road or in public places, or he enters without permission a house or an attached place for the purpose of begging, and the penalty shall be imprisonment for a period not exceeding three months if the beggar causes a wound or disability or insists on begging.”
