    The Parliamentary Integrity Committee threatened to challenge the contracts and agreements signed by the current government as it is a caretaker government or daily business that does not have sufficient powers to sign them, and while the government warned against continuing with contracts outside the controls, the committee confirmed that it would address the concerned authorities to correct those contracts, including the rehabilitation of Mosul International Airport, which it decided Cabinet recently.
    And a member of the Parliamentary Integrity Committee, Ahmed Taha Al-Rubaie, said in an interview that “there are clear indications that the caretaker government has bypassed the constitution and articles of the internal system. Ministers.”
    He explained that "the current caretaker government continues according to its clear and indicated methodology with regard to contracts that have a clear and significant economic impact, while at the same time outside the controls and government instructions for the year 2014."
    He cautioned that “these mentioned exceptions, which include going with the lowest bids and not opening the door to competition between companies; It opens a wide door for corruption and waste of public money, and this is a grave violation followed by the caretaker government.”
    A member of the Integrity Committee warned, "the current government against continuing its policy and going to correct this issue as it is in violation of the law and is a door to corruption and waste of public money," noting that "this issue will be discussed in the committee and addressing the concerned authorities for the purpose of correcting and correcting the course of the process in accordance with legal and constitutional frameworks."
    Al-Rubaie called on “the government to review and correct the cabinet’s decision to exclude the rehabilitation of Mosul International Airport in the last session of the Council of Ministers (Tuesday, July 19, 2022) from the effective contracting methods and budget instructions, and not to allow for manipulation of financial allocations for this vital project, which may delay its completion.”
    For her part, the expert in legal affairs, Nada Jawad Al-Nouri, explained in an interview that “the Federal Supreme Court answered the President’s query regarding the caretaker government under its decision No. (121 / Federal / 2022) by saying that the caretaker government or the conduct of daily affairs means that it That government transformed from a normal government with full powers to a government with limited powers.”
    And she pointed out that “the limited powers are what was indicated in the internal system of the Council of Ministers, which confirmed that this government, in its current situation, does not have the right to investments or to propose legal projects, and every act other than what the law has drawn up in the conduct of the necessary affairs of the state, and everything that contradicts that is constitutionally and legally void. “.
    And she indicated that “the term business conduct was not mentioned in the Iraqi constitution, but Article (42) of the Cabinet’s Bylaw No. 2 of 2019 defined the concept of managing daily affairs as (making decisions and actions that cannot be postponed that would continue the work of state institutions and public utilities). It does not include, for example, proposing draft laws, contracting loans, appointing and exempting senior positions in the state, or restructuring ministries or departments).
    Al-Nouri stated that “earlier, the government of Adel Abdul-Mahdi canceled the decisions issued during the daily caretaker period in the government of Haider Al-Abadi, and according to the Iraqi constitution in force, which considered the caretaker government by virtue of the resignation in the event of the dissolution of the House of Representatives, the House of Representatives may not control the caretaker government.” As stated in Article (64/Second).”
    She stressed that "this does not prevent the Public Prosecution Authority from moving criminal complaints before the courts specialized in integrity issues regarding the behavior of ministries in violation of the provisions of the constitution and in violation of the limits of public office work."
