Baghdad/ Firas Adnan
Observers warned of a strong return to the demonstrations, if the coordination framework insists on holding a parliamentary session devoted to electing the president of the republic and forming the government, pointing out that the popular segments will not allow them to continue, stressing that the political forces have no choice but to agree on a specific date to dissolve parliament and go to early elections, and inform Sadrist movement.
The head of the Baghdad Center for Studies, Manaf al-Moussawi, stated that "Iraq has reached a stage that requires all political forces to have a presence to resolve the political blockage."
Al-Moussawi added, "All the blocs speak clearly about the importance of dissolving parliament and going to early elections, but each of them is waiting for the other to take the initiative."
He pointed out that "there is a set of problems that have emerged recently, including an appeal by a lawyer to accept the resignation of the Sadrist MPs, with objections to the swearing-in session for the alternate MPs, as it was in an exceptional session, and this procedure was not on its agenda in advance."
Al-Moussawi said, "The withdrawal of the Kurdistan Democratic Party and Sovereignty Bloc deputies at the invitation of the Sadrist movement's leader Muqtada al-Sadr will prejudice his legitimacy politically, because the withdrawing blocs will form the first winning blocs in the elections."
He stressed, "The judiciary threw the ball into the court of the House of Representatives when it confirmed in the Federal Supreme Court's decision that the penalty for skipping the constitutional deadlines for the election of the President of the Republic is to dissolve Parliament."
Al-Moussawi went on to say that "there is a will on the part of some political forces to overcome popular demands, and insist on consensus and partisan privileges and go to form a government, taking advantage of the current circumstances."
He noted, "Parliament is still idle and cannot resume its activity without delivering messages of reassurance to those who demonstrated in front of its building, and they are large popular segments, to ensure its return."
Al-Moussawi spoke about “large popular parties refusing to form a consensus government from the coordination framework, and going to a parliamentary session means that the demonstrators will leave again, and this means that Parliament will not be able to complete what is required of it.”
He finds, "The return of the demonstrators will be at a speed that no one imagines, and this is an issue that does not require political analysis, but rather is a reality."
Al-Moussawi added, "The number of demonstrators will be more, and their influence will multiply, and then return to square one. Whoever insists on holding the parliament session does not want to solve the crisis, and he will not get what he wants because it will intersect with the popular will."
Political expert Ziad al-Arar said, "Resolving the political crisis is the responsibility of the leaders of the blocs, and it is inevitable to go to the option of dissolving parliament and moving towards early elections."
Al-Arar continued, "This option was demanded by the Sadrist movement and other political and popular forces, and there is no other option, given that the Iraqi judiciary does not have a constitutional text that would assist it in dissolving Parliament."
He pointed out that "the current reality shows that the current situation cannot continue as it is," stressing that "the political forces that were in control of the scene while they were comfortable, continued to run the state without thinking about making reforms, until we reached the blockage in which we are currently. ».
Al-Arar pointed out that "the political forces have passed the stage of pressure and no shame remains in front of them. What are you waiting for in order to go to a new reform by dissolving Parliament?"
He called, "the leaders of the political blocs to exercise their role in the real way and implement what the reality dictates," and spoke of "many initiatives that have come out recently, all of which are considered on the condition that they be in a specific direction: the dissolution of parliament and early elections, and then setting the details."
Al-Arar explained, "Among the initiatives is what was proposed by the leader of the Victory Alliance, Haider al-Abadi, but we do not know the extent of its acceptance by his partners in the coordinating framework, and it has not reached the Sadrist movement until the present time, but it is present in the political scene and prevails over others."
And he indicated, "The Sadrist movement is still committed to the present time in its partnership with the Kurdistan Democratic Party and the Alliance of Sovereignty, and what it asked of them is to determine the position on the withdrawal from Parliament."
Al-Arar stated, "The positions of the Sadrist movement are clear that it relieved the pressure to which its Sunni and Kurdish partners were exposed, which happened in various ways."
Al-Arar concluded, “The solution in general is through an agreement reached by the political leaders that includes a specific date for dissolving parliament and another date for holding early elections and then informing the Sadrist movement of it, after which the details of implementation are agreed upon.
