    The Deputy Head of the Federal Court of Cassation, Judge Kazem Abbas, considered that the investigation into the crimes of tampering with tax secretariats does not work with emotion, stressing that the investigation is characterized by realism and frankness.


    Abbas said, in a legal clarification to him, that “the investigation of crimes that occur against funds, especially public funds, the most prominent of which are financial and administrative corruption crimes. Forced to return public money to the state."





     
    He added, "Pressuring parties, including the paid media or dark political rooms, may agree to drop or not, according to the principle of who pays more, or for fear that the investigation will reach them in later stages, so they will try to push their dirt and direct it on specific people," stressing by saying, "There is nothing more than preserving money." After the crime, recover the money in the investigation stage.
     
    Abbas pointed out that "the Iraqi judiciary, represented by the Integrity Investigation Court, was a pioneer in this in many cases that it investigated, the latest of which was the investigation into the crime of appropriating tax secretariat funds, which are sums of money collected as deposits in the tax authority at an amount of 3% paid by the company or contractor when starting a contract." Or the implementation of a contract to ensure the collection of the tax amount that falls on it after the completion of the contract or contract, and more than three trillion Iraqi dinars have been collected.

     
    He continued, "The judicial investigation work in crimes against public money, including the crime of tampering with tax secretariats and appropriating them, is characterized by realism, frankness, and its tools are honesty and clarity. Its goal is to recover the seized funds, as it does not work with emotion and under the pressure of Facebook public opinion."
     
    He asked, "What is the value of arresting the accused or imposing punishment on him while not recovering the public money and returning it to the state treasury," adding, "If wisdom is the believer's aim, then justice is the judge's aim."
