    Some imagine that Iraq, after the Washington talks, is facing a new strategic ally, the United States of America!
    In the beginning, we must define the strategic ally, so what do we mean by the strategic ally?

    An ally in the lexicon of the language is the one who pledges to support one another against a common enemy, and the alliance of the people, i.e. they pledged.. And by the word (strategic) we mean the science of planning and strategy, and it is a military term indicating the preparation of war plans, and it is an art if used in politics, economics and others.
    The meaning of the word strategic is related to the ability to set goals and medium to long-term plans that express the vision of governments and usually range between 3-5 years, and may continue for longer than that, as this concept is linked to strategic planning that includes defining the necessary sequence to achieve these plans and goals to reach The desired and declared vision.
    In other words, the strategic alliance is a relationship of power, power, or negotiation, and it is based around three main axes:
    1. The project. It is a common general vision for countries to develop a strategy to achieve the intended goal behind this cooperation, which is to achieve the common interests of those allied countries.
    2. Relationship. It is what connects two or more countries, and this relationship does not necessarily have to be material, but rather it may be a political or humanitarian relationship.
    3. Contract. It is the form taken by alliances between countries, which is represented by the legal aspect that binds allied countries to each other, such as treaties, agreements, covenant documents, etc.
    The question here is, is Iraq facing a new ally, which is the United States of America, after the agreements that Washington witnessed a few days ago and the joint statement issued by the governments of the two countries represented in activating the strategic framework agreement and cooperation in various fields, financial, economic, infrastructure, energy, electricity, investment environment and water?
    We answer that question by saying that the nature of the relationship between a country like the United States of America and a country like Iraq or any of the developing countries means that this relationship is unequal in terms of traditional power standards, even if it is equivalent within the framework of international law and concepts of state sovereignty. Equality in relations between two countries, such as Iraq and the United States, will lack accuracy and objectivity. Throughout history, those relations have been characterized by ebbs and flows according to the requirements and interests of the United States, which often conflict with Iraq’s national interests, and according to the latter’s need for international support.
    However, there is an omission of the asymmetry in international relations that leads decision-makers to build policies that may be wrong at times and right at other times in dealing with the great powers in the world, and here we must emphasize that realizing the asymmetry in relations between the small and large country should not be ignored The importance of emphasizing the national interests of the small states and their obtaining all the power that these states have bestowed within the framework of international relations, provided that obtaining national interests requires high-level policies that adopt strategies that maximize the power potential of Iraq, such as cohesive internal construction, alliances, groupings and regional federations, expanding networks of common interests and making Superpowers such as the United States of America realize that their interest lies in building good relations with Iraq and changing their opposing regional alliances.
    The relationship with the United States of America, in fact, means dealing with a network of forms of competition and conflict between multiple regional and international powers, all of which compete and struggle to win what can be obtained from the resources of Iraq and its distinguished geographical location. Therefore, the future of relations between Iraq and the United States of America is characterized by With inequality in the foreseeable future, the United States of America has not yet achieved all its goals in Iraq and the region, and it seeks to complete its entitlements as a superpower, and this means that the course of competition and conflict continues in the region.
    Some believe that Iraq has changed the direction of its alliances from east to west, meaning that it has retracted its alliances with Iran towards the United States of America.
    According to our perception, this belief is not true. After liberating its land from the terrorist gangs of ISIS, Iraq began weaving its economic policies in a manner that is consistent with the interest and aspirations of its people. Meaning that the compass of Iraq is determined according to its economic interests. When its interest requires contracting with German companies, it enters into contracts with them, and when its interest requires contracting with American companies, it contracts with them.
    Iraq may sometimes, like other countries, resort to buying political positions by concluding economic contracts with some countries with the intention of supporting it politically or security, as happens with Jordan by extending the Aqaba oil pipeline.
    Iraq still needs to build its national state that is capable of establishing relations characterized by a degree of parity with others, in order to reach the required parity with regional powers at least, and respect for its national sovereignty.
