    I believe there is a relationship of geo-political events between Sudani's visit to Syria with Assad to revitalize the oil pipeline to the port of Tartus and the recent sanction of 14 banks. This action is a bit of a slap to Sudani for daring to circumvent sanctions on Syria [Most likely at the behest of Iran]. The sanction of the banks happened only three days after that visit by Sudani to Syria. It's not mere coincidence. Now the dinar loses significant value against the dollar in the secondary market. The main objective though is to stick it to Iran. The article below identifies that there is indeed a US foreign policy issue from the visit. I'm fairly certain that Sudani has now abandoned his effort. Below is my effort to make the case for my conjecture:

    [ltr]The Queen's Institute website commented on the visit of Iraqi Prime Minister Mohammed Shia al-Sudani to Damascus a few days ago, the first visit of its kind since 2010, saying that the United States must understand that despite the violence practiced by Syrian President Bashar al-Assad, important regional files cannot be dealt with without him.
    The Sudanese and Assad discussed issues affecting Iraq and Syria, including terrorism, water, drug trafficking, displaced persons, Israeli attacks, US sanctions and economic development, the report said, adding that although Iraq's Western partners do not favor Arab countries engaging with Damascus, officials in Baghdad say that this would serve Iraq's national interests against the backdrop of Damascus' increasing reintegration into the regional context.
    After touching on the tense history of relations between Damascus and Baghdad since the days of former President Saddam Hussein, the report said that the existential threat posed by ISIS to both Damascus and Baghdad made the two capitals converge, but relations were cold after Haider al-Abadi became prime minister in 2014 as Abadi sought to distance himself from Iran more than his predecessor Nouri al-Maliki, a position that came under pressure from the United States.
    Now, with al-Sudani and his close allies in Tehran in existence since last October, and while the majority of the Arab world normalizes relations with Assad after years of isolation, relations between Iraq and Syria are developing remarkably.
    From Baghdad's perspective, dealing with Damascus is pragmatic, as the two countries share a nearly 375-mile border, and there are many security challenges and economic and environmental problems that bind them together.
    Nader Hashemi, director of the Prince Alwaleed Center for Christian-Muslim Understanding at Georgetown University, said there are many overlapping issues related in particular to the return of refugees, ISIS remnants and water issues as the Middle East is affected by climate change, adding that Iraq also has "economic interests in terms of laying an oil pipeline through Syrian territory to expand its economic base."
    In a parallel context, the report said that there is the file of Al-Hol camp, which poses significant security challenges to Iraq, and there is also the drug trade in Captagon rampant in the region, which the report pointed out is one of the main reasons for the decision of key Arab governments to re-engage with Assad.
    From Baghdad's perspective, continuing to isolate Assad will only complicate the drug crisis, an issue that will be a key focus of future talks by Iraqi and Syrian officials, he said, stressing that Sudani's trip to Damascus must be understood in the context of the Assad government's escape from regional isolation.
    After Syria's readmission to the Arab League and visits to Damascus by senior officials from the Gulf Cooperation Council (GCC), Egypt and Jordan, Sudani's presence in the Syrian capital now has sparked little controversy.
    According to Nabil Khoury, former deputy chief of mission at the U.S. embassy in Yemen, Assad's return is "a byproduct of new realism and recent changes in the region, including the Saudi-Iranian rapprochement, the Gulf states' recognition of Assad's existence, and Syria's return to the Arab League."
    "The Assad regime remains as it was in 2011 (that is, it has not made reforms related to its human rights record and its relations with Russia, Iran and Hezbollah)," Khoury said, adding that "the truth, however ugly it may be for Western countries, is that there is no current alternative to the Assad regime, but the issues that need to be negotiated with Syria are becoming increasingly important."
    Washington's influence
    Washington does not want to see Iraq reinforce the trend towards Syria's full reintegration into the Arab fold, but Washington is unlikely to do anything to prevent this, noting in this context that the Americans have troops in Iraq and Syria, two countries that are the epicenter of the fighting between the United States and Iran in light of the ongoing "shadow war" between Israel and Iran.
    After noting that the world has changed a lot since the height of the Arab Spring, Hashemi was quoted as saying that "US foreign policy is largely focused on Ukraine, Russia and China, and (the Americans) will not move to oppose Assad's reintegration into the Arab world," adding that the most they may do is issue warnings and verbal statements against these moves, but the US military presence in Iraq and Syria does not fit the picture at all.
    While the report pointed to the existence of US sanctions on Syria through the "Caesar Act" that affects Syria, Iraq and other countries, it said that Iraq is working on reconstruction after decades of wars, occupation, terrorism and economic devastation, and officials in Baghdad are developing trade, trade and investment relations with all of Iraq's neighbors, including Syria.
    The threat of U.S. sanctions is likely to limit Iraqi-Syrian economic ties, but at the same time, Washington's sanctions are unlikely to prevent the two governments from building on plans to bolster border security, address the ongoing threat of ISIS, and address water and other environmental issues.
    Washington should not only think about how the Caesar Act harms ordinary Syrians, but also their neighbors. Using U.S. influence in the international financial system to prevent Syria from rebuilding as long as Assad remains in power has consequences for the wider region, the report said, recalling that countries such as Iraq and the United Arab Emirates have voiced opposition to the Caesar Act, but efforts to persuade Washington to abandon sanctions have so far shown futile.
    The report quoted Khoury as saying that "the United States, in particular, still considers Assad a pariah, but it makes no sense to punish countries if they deal with the regime in Damascus."
    Khoury explained that "Lebanon is one of the examples in which the issue of Syrian refugees is of great importance, as it is a crisis that the United Nations, the United States and the European Union seem to be completely ignorant of how to solve it," adding that there is no alternative for Lebanon but to negotiate with Damascus, and Iraq finds itself in the same boat. "Whether the United States likes it or not, the visit of the Iraqi prime minister makes perfect sense and is a need for Iraq and the region," he said.

    [ltr]Today, Monday (July 17, 2023), the Iraqi government confirmed Iraq's readiness to discuss Syria in reviving the oil line linking the two countries to the Mediterranean Sea.[/ltr]


    [ltr]The government spokesman, on behalf of Al-Awadi, said in a statement to the official agency, that "Iraq is looking for new outlets for the export of Iraqi oil," stressing that "Iraq is ready to discuss with Syria the file of reviving the oil pipeline of Iraq - the port of Banias to the Mediterranean Sea, in the event of improved conditions Syria, which will also provide Iraq with new opportunities to export its oil and deliver it quickly to the Mediterranean and buying countries."[/ltr]

    [ltr]Fatlawi told "Baghdad Today" that "five important axes included in the visit of the Sudanese to Syria yesterday [Sunday16th] and his meeting with Syrian President Bashar al-Assad for the first time," noting that "at the forefront of these axes is the future of the Iraqi-Syrian oil pipeline extending to the port of Tartus and the possibility of reviving it again."[/ltr]

    [ltr]Today, Wednesday (July 19, 2023), the United States of America imposed sanctions on 14 Iraqi banks in a crackdown on Iran's dealings.[/ltr]


    [ltr]The Wall Street Journal quoted US officials as saying: "The United States has prevented 14 Iraqi banks from conducting dollar transactions."[/ltr]


    [ltr]"The ban, imposed by the Treasury Department and the Federal Reserve Bank of New York, is part of a comprehensive crackdown on the transfer of US currency to Iran," the newspaper report said.[/ltr]


    [ltr]The US decision comes a day after Secretary of State Antony Blinken signed, on Tuesday (July 18, 2023), a new exemption that allows Iraq to pay for electricity to Iran and allows for the first time to deposit these payments in accounts in non-Iraqi banks, according to a US official.[/ltr]


    [ltr]The official, who spoke to Reuters on condition of anonymity, said the United States hoped the 120-day waiver would help ease Iranian pressure on Iraq to access funds that could previously only be deposited in restricted accounts in Iraq.[/ltr]


    [ltr]According to the official, "non-Iraqi banks will need to obtain US permission to disburse the funds, which will only be directed for humanitarian purposes."[/ltr]
