The Parliamentary Agriculture and Water Committee called on the government to assume its responsibility in resolving the water file and securing Iraq's water share in a fair manner with neighboring countries.
The head of the committee, Faleh Al-Khazali, said: "Iraq is the fifth country in the world affected by climate change, after the arable land receded from 80 to 14 million acres," noting that "70 percent of Iraqi lands have turned into deserts, not to mention the lack of releases that have greatly affected in livestock." Al-Khazali added, in an interview with "Al-Sabah", that "86 percent of the water revenues come through Turkey, which has declined to 60 percent, which has taken many of the liquidation stations out of service, especially in the center and south, and we are trying to implement some measures to follow up on these files at the internal level, the most prominent of which is The files of the modern irrigation canal, and the file of 76 lagging and stalled projects in the Ministry of Water Resources,” pointing out that “it is necessary to give the ministry the allocations it needs, in addition to communicating with the Turkish and Iranian side regarding these issues.”
Regarding the irrigation file, Al-Khazali explained that "lining the rivers is one of the most important current files to conserve water and sustain liquefaction, while discussing the issue of closed channels and following modern methods of irrigation to conserve water," adding that "the agricultural file is one of the important files, and 300 million dollars have been allocated to purchase Modern technologies in support of farmers, and we in the committee will host the director of the Agricultural Bank to support farmers with these technologies and grow strategic crops, fertilizers, seeds and issues important to the farmer.
In turn, the spokesman for the Ministry of Water Resources, Khaled Shamal, said: "The water crisis is a general condition that has been hitting the country for a while, and its solutions are linked to several internal and external reasons due to the lack of water revenues from neighboring countries, given that Iraq is the mouth of the Euphrates and Tigris rivers, and therefore water revenues, expenditure equipment, and levels are linked." The way neighboring countries operate major irrigation projects such as dams and irrigation projects, as well as climate changes in the Tigris and Euphrates river basins, whether in Turkey, Iran or Syria.
Shamal added to "Al-Sabah" that "there is no binding agreement with Turkey specifically that guarantees fixed water discharges that guarantee Iraq's historical and legal rights to the Tigris and Euphrates rivers," noting that "there are internal reasons for water scarcity linked to two things, the first is primitive methods of field irrigation and agriculture, as well as Failure to adopt smart and dry agriculture and the widespread practices of the culture of abundance of water and not to treat it as scarce and scarce, and therefore we will need legislation, education and government support. He pointed out that "the current government is interested in the file of water resources and therefore transferred it from a technical file to a sovereign one that is managed directly by the Prime Minister, in addition to the formation of the Supreme Council for Water, after the visits of the Presidents of the Republic, the ministers and the Minister of Water Resources to Iran, Syria and Turkey, which contributed to moving the file negotiation".
He pointed out that "there are internal procedures related to the adoption of strict and fair water distributions that guarantee the rotation system to the right and left of the river, as well as controlling the water storage and working to strengthen it and not pushing additional releases into the river without need, while the other procedure is removing abuses and coordinating with the Judicial Council and the forces." security, which contributed to enhancing water distribution to the governorates, dealing with taboos and pollutants in the river, in addition to water priorities for drinking and industry, reviving the marshes, and ending with preserving the Shatt al-Arab environment.
