    Today, Tuesday (August 15, 2023), the Director of Public Traffic Media, Brigadier Ziyad Al-Qaisi, confirmed that fines and traffic revenues go to the country’s treasury, while he indicated that traffic is not responsible for road maintenance and its relationship with collection funds, but rather the issue is confined to the Ministry of Finance, Construction and Housing.
    Al-Qaisi said in an interview with "Baghdad Today", that "the responsibility of the traffic men is limited to organizing traffic in the main squares, intersections and streets, whether in Baghdad or the provinces," indicating that "as for providing modern streets furnished with signs, plans and traffic signals, it is the responsibility of the Municipality and the institutions of the Ministry construction and municipalities.
    He added, "The fines fees go to the country's treasury," pointing out that "there is no time limit for determining the date for collecting the fines, and the citizen is obligated to pay them after registering the violation, meaning there is no time limit, whether quarterly, monthly or yearly."
    And at the beginning of this year, Prime Minister Muhammad Shia’ al-Sudani decided to transfer the fees and imports of roads and bridges stipulated in Presidency Resolution No. (40) of 2015, which the Traffic Directorate deducts when registering vehicles or transferring their ownership to the Ministry of Construction, Housing and Municipalities and the Municipality of Baghdad in coordination with the Ministry of Finance in order to Immediate direct rehabilitation of roads and bridges and the development of some alternative ways to reduce the traffic congestion, after the revenues were going directly to the Ministry of Finance.
    This decision opens up hopes for ending the paradoxes and the long debate about the fate of these revenues, which are not reflected in the construction of good streets and the repair of dilapidated ones. 1.5 billion dollars, which is a large amount sufficient to construct the fourth ring road around the capital, which costs about 1.5 billion dollars and is 6 kilometers long.
