Baghdad today - Basra
The "Baghdad Today News Agency" continues in its investigative episodes to reveal the details of corruption cases that one of the "companies" accused of failing in investment projects is trying to do by trying to obtain the "Al-Faw Road" project with a length of 80 kilometers under the name of a foreign company with a legal trick after withdrawing the invitation. to which she was directed.
New legal cover
An informed official source said in an interview with "Baghdad Today": "The company that is accused of failing to implement investment projects is now trying, after withdrawing the invitation, to change its name or seek the help of other foreign companies to implement new projects," adding, "The company failed to implement the industrial road that It is 11 kilometers long, and it received the same road in 2012 under the name (Sh, D), and in 2019 it changed its name and implemented it in a failed way as well, and implemented an 11-kilometer road three times in a failed way in seven years.
According to the responsible source - who left work with the aforementioned company because he refused to work according to lagging projects that cause public harm - the company is now trying to receive the Faw Road project with the help and intervention of an influential party claiming that the Faw Road belongs to it and from its share, through two methods, the first of which is that " It comes with a foreign company that has similar businesses and projects, and its percentage in the project is one percent, and the failed company is 99 percent.
As for the second method - according to the source - "the failed company comes in the name of a foreign company, but it is the one that implements it under the title of the subcontractor after an external contract is signed stating that the project is for the failed company and the foreign company gets a commission only in exchange for adding its name to bypass the standard documents of the Ministry of Planning."
What is the Sudanese position?
And the source confirms, "Prime Minister Muhammad Shia' al-Sudani and the governor of Basra refused to refer the road to the failed company, despite the pressure exerted by the party that supports it, but it is trying to defraud in various ways to obtain the project."
The source praises the position of the Prime Minister, describing him as "the brave hero," for dealing with the matter as required by the interests of Iraq, without regard to the actions of the "failed company's manager." As described.
He adds that "the director of the failed company, after he despaired of passing his company after it was rejected by the Prime Minister and the Governor of Basra, began communicating with foreign companies, some of which refused and others expressed initial approval for that."
The source demanded "Baghdad Today" to continue exposing corruption files in the "Al-Faw Way" project. At the same time, he warned the concerned authorities against passing a foreign company that has a partnership contract with the "failed company" to support the failure of the Al-Faw road leading to the port of Al-Faw because of its great economic importance.
Al-Sudani responds to what was published by "Baghdad Today"
On the 16th of last August, a high-ranking source in the Basra Governorate Diwan revealed the issuance of directives from Prime Minister Muhammad Shia'a Al-Sudani to cancel the direct invitation that was directed to a "failed" company to implement the Al-Faw Road project.
The source told "Baghdad Today" that "Baghdad Today's investigative news, which revealed the secrets of what is happening in the Contracts Department in the Basra Governorate Diwan, caused a great uproar and reached the ears of Al-Sudani, who in turn directed to stop all illegal procedures."
He explained, "The direct invitation to the company that failed to implement an 11-kilometer road has been canceled, and directives have been issued by the Prime Minister to re-invite sober companies and banish the failed company."
The source also confirmed, "The directives are strict regarding the Al-Faw road project, which is 80 kilometers long, as it is a strategic road and has great economic importance, and it should be referred to a company that has similar works to implement such highways."
How did "Baghdad Today" begin to reveal the story of corruption?
The investigation team at "Baghdad Today" had shed light on the names of the "whales of corruption" in one of the projects in Basra and the role of the prime minister in aborting efforts to acquire these vital projects.
To delve into the full story, an official of a concerned department in the Basra Governorate Office spoke, last August 9, about the attempts to refer the Al-Faw Road project, south of Basra, to a lagging company described as “failed”, which was revealed by “Baghdad Today” before the referral process, which is attempted by various parties. passed illegally.
The department official, who refused to reveal his name, told "Baghdad Today" that "a senior official obtained the approval of the Prime Minister, Muhammad Shia'a al-Sudani, to refer the project according to the direct referral system to three companies, (Al-Narjis, Sky Water, and Iraq Plain)."
He explained, "The operation was a deception for the Prime Minister, Muhammad Shia'a al-Sudani, as two of the major companies were invited, namely (Al-Narjis and Water of the Sky), but a lagging and failed company was added, which is (Iraq Plain).
And he confirmed, "The senior official in Basra contacted the directors of (Al-Narjis and Water of the Sky) company and informed them that the project belongs to him and must be referred to the (Iraq Plain) company and warned them against submitting real bids, but rather asked them to submit "formal" bids so that the (Iraq Plain) company could win. with the project.”
Charade to deceive the Sudanese
The source described what happened as a "trick and charade" that was hatched to deceive the prime minister and make him believe that the invitations were made according to the principle of transparency.
The department official noted that “solid companies with similar businesses were excluded from the direct referral, and they implemented the Umm Qasr-Safwan road, which is considered one of the best and most sober ways after 2003,” stressing that “solid companies carried out sections of the highway between Basra and Baghdad, as well as The company that implemented Road 150 in Erbil, and the company that implemented a stage of Al-Faw Road.
The source adds that the Lebanese Khatib and Alami Company, in which the Lebanese engineer’s salary is more than (thirty million dinars), is the one that designed and priced and is the one who will supervise the project and take on the role of the resident engineer after it raised the prices set by the beneficiary departments and raised the prices under the pretext of setting paragraphs They are mostly superficial vertebrae or are raised later, as happened in the infrastructure projects in the areas of Al-Tuba, Al-Nakhila, Al-Zubayr and Al-Qurna.
"Baghdad Today" tried at the time to communicate with the names mentioned in the "news of the source", but to no avail, and the agency reserved the "right of reply" for everyone whose name was mentioned.
Integrity on the line
On August 4, a group of employees of the Contracts Department of the Basra Governorate Diwan appealed to the Integrity Commission for investigation by referring the Al-Faw Road project to a company that "did not meet the conditions," as they put it.
Through "Baghdad Today", the citizens appealed to the head of the Federal Integrity Commission, Judge Haider Hanoun, to follow up the procedures for referring the Al-Faw Road project to the "Iraq Plain" company.
