Al-Dulaimi said in an interview with Al-Sumaria News, “The Finance Committee hosted all the governors today,” indicating that “the governorates have not yet been funded from the financial budget.”

She added, “The projects go through very complex stages, represented by theMinistry of Planninggoing and approving them, and then the Coordinating Body to the governorates.”

The member of the House of Representatives noted, “The budget has not been approved to date despite voting on it since last June,” indicating that “the Ministries of Planning and Finance are responsible for financing projects.”

She pointed out that "the Parliamentary Finance Committee will host the Ministers of Planning and Finance tomorrow, to find out the reasons for delaying financing projects in the governorates."

In June, the House of Representatives approved the 2023 budget, amounting to 198.9 trillion dinars ($153 billion), as it includes record spending on an increasing government wage bill and development projects aimed at improving services and rebuilding infrastructure destroyed by neglect and war, according to Reuters.

The budget is based on an oil price of $70 per barrel and expectations of exporting 3.5 million barrels of oil per day, including 400,000 barrels per day from the region.[You must be registered and logged in to see this link.].

The financial budget sets the exchange rate for oil revenues in US dollars at 1,300 dinars to the dollar, and this will remain in effect until 2025, but it will be adjustable, and includes the price of oil that[You must be registered and logged in to see this link.]Uses in light of its almost complete dependence on oil revenues.
