    A member of the Parliamentary Regions Committee, Shirwan Al-Dobardani, revealed a political agreement to amend some paragraphs of the tripartite budget, while indicating a move to establish a national bank for the purpose of localizing the salaries of the region’s employees through the Central Bank.

    Al-Dobardani said in an interview with journalist Hisham Ali, followed by Network 964 :

    After granting confidence to Mr. Sudanese and voting on the budget law, we were surprised by the presence of the “Our Actual Expenditures” paragraph. As everyone in the world knows, employee salaries cannot be linked to our actual expenditures. Actual expenditures are related to government projects, whether they are investment, ministerial, or developing regions, and this applies. On the region and other governorates.
    The Democratic Party demands its constitutional and democratic rights, and the agreement concluded between Mr. Sudanese and Mr. Masrour Barzani was concluded in accordance with constitutional and democratic frameworks, and we did not get out of the line at all.
    The revenues are clear, whether they are oil or port revenues, and today the Finance Committee meeting was clear. All files were presented before the committee, the Minister of Finance, and the advanced staff, and there was transparency on the part of both parties.
    The desire to amend the tripartite budget law came from some representatives, because there are political blocs that turned the rights of the Kurdistan region, amounting to 12.67%, which had been agreed upon, into the issue of actual expenditures.
    During the last visit of Mr. Masrour Barzani, an agreement was concluded with the political blocs, which had objections to some legal texts, so there was a need to amend some paragraphs in the budget articles.
    After holding a meeting between the Region's Finance Minister and Finance Minister Taif Sami, I believe that the problems are heading towards a solution. The Financial Supervision Bureau reviewed some lists, and there are also joint signatures between the Financial Supervision Bureau in the region and Baghdad, and the establishment of a national bank for the purpose of localizing the salaries of the region’s employees through the Central Bank, and there are also offers to banks in order to localize the salaries of employees.
    As for the advanced headquarters, the Federal Court lifted the state order and gave the Kurdistan Democratic Party the right to take over its headquarters, and our problem with our partners is the lack of implementation.
    Deputy Speaker of the House of Representatives, Shakhwan Abdullah, chaired the expanded meeting and hearing of the Parliamentary Finance Committee, and the Ministers of Finance of the Federal Government and the Kurdistan Regional Government were hosted, and the issue of revenues and entitlements of the region and the implementation of the provisions and instructions of the Federal Budget Law for the years 2023, 2024 and 2025 were discussed.
    During the meeting, Abdullah praised the efforts of the Finance Committee and their efforts to resolve the issues and files between Baghdad and Erbil, stressing his support for the steps and understandings between the Ministries of Finance in the Federal Government and the Kurdistan Regional Government to reach “satisfactory solutions and address the files between the two sides, and that continuing dialogues and coordination will enhance the state of communication and resolution.” The outstanding problems and files and resolving the issue of salaries of the region’s employees.
