    Although Anbar Governorate named its local government and its governorate council, the governorate has been living in a state of political instability for years, due to competition and the power and influence of parties, which has greatly affected the service situation.

    The most unstable stage in the governorate was the period of expansion of the influence of the dismissed former Speaker of the House of Representatives, head of the Taqaddum Party, Muhammad al-Halbousi, who carried out many practices against the people and political forces, by eliminating them politically and marginalizing them.
    Despite the dismissal of Al-Halbousi from the presidency of the House of Representatives, his influence has remained until this moment, and his practices have remained the same and have not changed, especially after the party took over the local government in the governorate.

    This blurry picture of the governorate has greatly affected the service situation in it, especially the electrical energy file, which is witnessing an unpleasant reality, due to the local government’s use of the method of comparison and discrimination between the people of the governorate.
    This month, Anbar Governorate lived in complete darkness, after a complete blackout of electricity for unknown reasons.
    Al-Maalouma’s correspondent in Anbar said, “Many neighborhoods in the governorate were without electricity for unknown reasons,” noting that “the owners of private generators stopped supplying the neighborhoods with electrical energy as well, due to the long period of government power outage.”
    He explained, "The owners of the generators showed that their generators cannot handle it by continuing to operate for 24 hours."

    This reality is described accurately by Sheikh Ahmed Abdel Hamad Al-Dulaimi, who confirmed that the electricity file is supervised by the leaders of the Taqadum Party.
    Al-Dulaimi told Al-Maalouma, “The electricity departments in the governorate are supervised by leaders from the Taqadum Party, and these leaders are manipulating the process of equipping residential neighborhoods with electrical energy.”
    He explained, "There is discrimination in the provision of electrical energy, as the areas inhabited by party members and leaders witness a continuous current, while they marginalize the rest of the areas, especially the poor neighborhoods."
    He continued, "The party leaders instruct the concerned departments to reduce outages in the areas where they are located, and this matter will be at the expense of poor residential neighborhoods that suffer from continuous power outages."

    He stressed that "The Taqaddum Party controls the mechanism for distributing portables, poles, and other electrical supplies to residential neighborhoods, and this reveals the extent of excellence in the distribution mechanism from one region to another."
    He pointed out, "There are constant malfunctions in electric mobile phones in the poor neighborhoods in the southern sector of the city of Fallujah, such as the areas of Al-Resala, Al-Tamim, Jbeil, Al-Shuhada, and Nazal."
    This matter is confirmed by a source in the Anbar Electricity Department, who acknowledged that this file is subject to orders from leaders affiliated with the Taqaddam Party.
    He told Al-Maalouma, “The mechanism for distributing electricity quotas to residential neighborhoods is subject to orders issued by the leaders of the Taqadum Party, who are in charge of managing the electricity departments.”
    He added, "We know that there is injustice, negligence, and confiscation of the rights of poor neighborhoods, but we cannot rebel against those decisions for fear of the issuance of orders to hold us accountable and transfer our services to distant departments. End/12A
