    In call with Davutoğlu, Biden welcomes withdrawal of Turkish troops from Bashiqa

    The US Vice President has urged Turkish prime minister to continue dialogue with Iraqi central government to improve strained ties between the two neighbors, welcoming the withdrawal of Turkish troops from Mosul.

    White House said on Monday that Vice President Joe Biden spoke with Turkish Prime Minister Ahmet Davutoğlu regarding Turkey's troop deployments in northern Iraq.


    The Vice President welcomed reports of the withdrawal of Turkish troops out of Camp Bashiqa as an important step to de-escalate recent tensions," the White House said in a statement.

    Turkey dispatched troops to a military training base near Mosul, held by the Islamic State of Iraq and the Levant (ISIL), to train local Kurdish and Arab militias in fight against the extremist group. Baghdad conveyed outrage over the Turkish incursion into Iraq without consultation and blamed Ankara for violating its sovereignty. Turkey halted additional deployment, but said it vowed it won't withdraw troops from Iraq.

    Ankara sent Foreign Ministry Undersecretary Feridun Sinirlioğlu and intelligence chief Hakan Fidan to Baghdad to soothe tensions. The talks initially went well, but Iraq raised the issue at the UN Security Council. Meanwhile, Iraqi Kurdish President Massoud Barzani also traveled to Ankara for talks.

    On Sunday, Turkey said it "reorganized" its troops and withdrew some units with a dozen armored vehicles to a location close to the Turkish border. Turkish authorities did not give further details on what form the reorganization of Turkish troops took.

    Biden, who spoke with Davutoğlu on Dec. 10 and made similar remarks, said any foreign military presence in Iraq must be with the full consent of the Iraq government.

    White House said both Biden and Davutoğlu reaffirmed their commitment to Iraqi sovereignty and territorial integrity.

    "The Vice President encouraged the Turkish government to continue its dialogue with Baghdad on additional measures to improve relations between Turkey and Iraq," the statement said, adding that Biden also reaffirmed the US commitment to close cooperation with Iraq and Turkey in the fight against ISIL.
