    Complained Karbala health department, on Sunday, a severe shortage of funding has forced them to shut down many of its services or go to secure it on credit, calling on the local government to provide the necessary funds. While theadministration of the province showed that the financial authorities are still centralized and did not transported to local governments, the province of the Federal Council of Government accused of not supporting the health sector, revealing the orientation for the issuance of instructions and laws regarding investment in the health sector. 
    This came through the Karbala governor and chairman of the Health Committee meeting of the provincial council, with hospitals and sectors of the department managers the health of the province, at theheadquarters of the circle, Karbala city center, (108 km south of Baghdad), to discuss the powers conveyed by the Ministry of Health and local government, and the requirements of supporting the sector and itsdevelopment. 
    the Director - General of the Karbala health Sabah al - Moussawi, said in an interview to ( long - Presse), " theadministration of the province was awarded the Department of Health the same powers that were granted them by the ministry , " adding "there is no problem of administrative matters in the health sector in stark contrast to the financial side." 
    Al - Moussawi said that "financing the whole circle comes from the Ministry of Finance and that the Ministry ofHealth has been unable to provide sufficient funds for the department , "noting that" local government suffer other is from a financial crisis which led to the failure to resolve the problems of the department. " Health Director explained that " the operating budget of the department was four billion dinars per month allocated for the purchase of medicines and medical supplies, food and equipment maintenance, fuel and other mechanisms , " pointing out that "the Ministry of Finance three months ago , the department has not funded only ninety million dinars, which led to face a big problem and a threat many of the services to stop, or having to secure the requirements on credit although this is not the right solution , "and urged the local government of the need" to maintain support for the health sector and provide funds for the purchase of existing health institutions and requirements which will open soon. " Musawi stressed that " the amounts of fees imposed by the Ministry of Health for medical services recently are still at the disposal of the Ministry of Finance , " and added that " the department asked the local government to ratify the decision of the Department of Health and give legal cover to dispose of those funds to provide some of the requirements." 
    For his part, deputy governor Karbala , Mohammed Kamel, in an interview to the (long - Presse), " thepowers conveyed by the Ministry of Health only management of the province, so it is still a central financial authorities , " noting that "local government has prepared in advance for the management of health file formed ad hoc committees to improve services in this sector . " . in 
    turn, the chairman of the Health Committee of the provincial council in Karbala Alaa Ghanimi, in an interview to the (long - Presse), " the federal government did not support the health sector over the past years has led to the accumulation of problems , " stressing the need to "do the local government to find solutions to theproblems of the sector health. after that she moved her powers and to make decisions concerning theinvestment and collection of funds in this area . " He revealed Ghanimi for " The Council directed to study theinstructions and laws pertaining to the health sector and citizen services legislation in this area for approval during the next term." 
    The Karbala province suffers from a distinct lack of hospitals and health services provided to citizens in light of the growing population and the large displacement and migration to other provinces , forcing the thresholds Husseinia and Abbasid to support the preservation of the health sector through initiating the establishment ofspecialized hospitals.
