     (Article 2 / I): ensure the use of atomic energy and its applications in peaceful areas and all related works and handling of nuclear materials and management of radioactive waste safely stored in accordance with the laws and regulations regulatory, as well as keep up with scientific and technological development in the world this area so as to contribute to the consolidation of the basic components of development in Iraq and theestablishment of a legal framework. 
    It also provides (Article 1.3) that: established under this law body called ( the Iraqi Atomic Energy Commission), has a moral personality, represented by the President of the Commission or his nominee and linked to the Council of Ministers. 
    According to (Article 4 / I) to: propose policies, projects and programs in all the peaceful uses of atomic energy and the implementation of national commitments under international conventions and treaties concerning the functions of the Board, which would contribute to national development. 
    Under international sanctions imposed by the Security Council following the second Gulf War in 1991, it isprohibited for Iraq engage in nuclear activities or dual purposes.

    For his part, MP Abbas al - Bayati, a member of the parliamentary Committee on Foreign Relations, said that "Iraq does not intend to create a nuclear reactor despite the fact that international laws allow him to use nuclear energy for peaceful purposes does not prohibit him create a nuclear reactor for peaceful purposes." 
    The al - Bayati, told (long - Presse), that "Iraq does not need to create such a reactor, because the use ofIraq 's Atomic Energy limited and restricted to medical purposes," adding that " the Atomic Energy Authority in Iraq will take over the task of monitoring the nuclear file for peaceful purposes and uses . " .
