    Four-party alliance returned to the fore again in conjunction with regional efforts to form a "NATO Arab" led by Saudi Arabia. The coalition contract, which includes both Russia and Iran, Iraq and Syria, his first meeting at a high level in Moscow on 21 May of this.

    The meeting was attended by the security quartet, Secretary of the Russian Security Council Nikolai Patrushev, the Secretary of the Iranian Supreme Council for National Security Ali Shamkhani, and National Security Advisor Faleh Fayyad, the head of the Syrian National Security Bureau , General Ali owned.
    The four -party alliance in late 2015 and decided to set up an intelligence center for the exchange of information in Baghdad, that its meetings periodically to be among the capitals of the members. The alliance held two meetings in Baghdad only on the level of experts.
    He said Patrushev , a meeting such as secretaries of national security councils of the member states meeting in the coalition against terrorism as " a credible path for the replacement of the military option of violence and dialogue."
    The meeting stressed the need for continued consultations in order to increase the impact of countering terrorism in Syria and Iraq plans.
    Participants in the meeting to explain their programs for the continuation of joint cooperation to tackle terrorism, and discussed cooperation between Syria and Iraq in their common border in order to prevent the increase in the movement of the remnants of the terrorists, while underlining the need for continued consultations and exchange of information to deal with the terrorists.
    Said Faleh al - Fayad, the national security adviser, during his speech at the meeting, he said that "Iraq while reducing the violations that goes on cyberspace as terrorism works through this space and relies heavily on it."
    Fayad said that "Iraq supports Russia in the development and establishment of standards and codes of conduct make cyberspace a positive field of a field not to be so negative to the political and excludes ideological conflicts and the storming of the peculiarities of states and encroach upon the sovereignty." In turn, he criticized Ali Shamkhani, Secretary of the Supreme National Security Council of Iran, the United Nations. He stressed that " the weakness of the United Nations has caused insecurity in the world , even if the United Nations did not show attitudes toward military intervention to some countries in other countries for the world arrived at this point of insecurity."
    He added that Shamkhani "national security of States officials meeting itself is an opportunity to discuss the most important issues and security risks faced by the world at the moment." He noted the Iranian official said that "although the most powerful terrorist groups and is organizing Daesh lost a lot of areas that were at his disposal in Iraq and Syria over the past two years is now heading towards collapse, but that does not mean that the threat of terrorism has declined in the world."
    Shamkhani pointed out that " the use of terrorist groups, including Daesh and Front victory for Internet networks was associated primarily with the control of these organizations on land in Iraq and Syria , " adding that "these organizations whenever made progress on the ground flowed new numbers of terrorist elements on these organizations."
    Upon arrival to Moscow, Shamkhani criticized Saudi Arabia without being unnamed. He said that "some known bad in its past support for terrorism and the use of oil money states have turned the region into an arsenal of Western weapons and published violence in the region."
