The newspaper quoted political sources in Baghdad as saying that "Abadi fears that his consent to start negotiations settlement with Arbil, the capital of the Kurdish region, to hit his growing popularity by winning the war on the organization and the series of military actions taken in response to the referendum of Kurdistan."
