    The reports of the International Integrity and Transparency Organization, in addition to statements by Iraqi politicians, confirmed that corruption is the Ghoul, who continues to devour grants, allowances, loans and oil revenues. It extends and expands, over time, into social, political and economic norms
    With the emergence of a new class of contractors called "construction brokers", the value of the facilities or projects they oversee is multiplied by several times without a sergeant, and the numbers pass as corruption spreads in government institutions.

    Issam Chalabi, the former oil minister, attributed the lack of new oil refineries to corruption and thefts in oil import contracts, which led to spending $ 30 billion, while these could be used to build at least 6 giant refineries in Iraq. 
    What is interesting is the quality of the projects put forward by the government for reconstruction. They are originally not needed by the Iraqis or they do not want them, and they have not been adequately and appropriately consulted with the Iraqis, and many of them have stopped midway, Or the government can not maintain it after its completion.
