Instead, Washington will encourage private sector investment and dependence on neighboring Gulf states, especially Saudi Arabia, to pump money there as part of a new approach to Baghdad aimed at reducing Iran's influence in Iraq.
US President Donald Trump said during his campaign in 2016 that if elected, "the era of nation-building will end."
Iraqi Prime Minister Haider al-Abadi said his country needed up to $ 100 billion to repair dilapidated infrastructure and cities devastated by fighting against the Islamic state.
The lack of funds for reconstruction may exacerbate the risk of injustice among the Sunni minority in Iraq toward the Shi'ite-led government.

A State Department official said Washington was dependent on the participation of other countries, adding that more than 100 US companies would attend the conference.
Iran emerged as the main political decision-maker in Iraq after the United States pulled out its troops in 2011, taking advantage of its close ties to the country's Shiite majority.

US Secretary of State Rex Tillerson will travel to Kuwait, Jordan, Turkey, Lebanon and Egypt from February 11 to 16.

She confirmed that Tillerson "would appreciate Kuwait for hosting these events at a critical time."
Tillerson and his counterparts "will discuss how the 74-member international coalition can ensure a permanent defeat for [da'ash] in Iraq and Syria while sharpening the coalition's focus on depriving the world's da'ash ambitions."
"He will also take part in events highlighting the opportunities of the private sector to rebuild Iraq's infrastructure and modernize key sectors of its economy to improve the lives of the Iraqi people," Naort said.
"This will be an opportunity to support the Iraqi people and help inspire confidence that Iraq is now open to action," she said.
She said Tillerson "will meet with senior officials and their counterparts on the sidelines of the Ministerial Conference and the Conference on the reconstruction of Iraq."
The conference is scheduled to be held from February 12 to 14, with the participation of a number of donor countries and international and regional organizations, headed by five parties - the European Union, Iraq, Kuwait, the United Nations and the World Bank.
