    The House of Representatives hosted a special session under the chairmanship of MP Mohammad Ali Zinni, the President of the Age and in the presence of 180 deputies on Saturday 8-9-2018, Mr. Haider Abadi, Prime Minister and a number of ministers concerned to discuss the situation in the province of Basra.
    At the beginning of the session, the Prime Minister welcomed Mr. Haidar al-Abadi, Prime Minister and the concerned ministers, pointing out that Basra has been subjected to injustice in various covenants and is currently suffering from neglect and water scarcity, criticizing the exposure of demonstrators with live ammunition and preventing demonstrations. He called on the Prime Minister to clarify what is happening And take the necessary measures to deal with the situation.
    Abadi: Basra is full of its citizens
    For his part, Mr. Haider al-Abadi, Prime Minister stressed that Basra is full of its citizens despite the challenges we face part of the political, stressing that the demands of the people of the maintenance of services right, calling for the isolation of the political side of security and service and warned of the transformation of the dispute into an armed.
    Mr. Abadi said that the peaceful protesters condemn acts of vandalism and assert that they are outside the province, pointing to holding a series of meetings, the latest of which is the meeting of the Council of Ministers today, which was devoted to discuss the security and service situation in Basra and included decisions to compensate the victims of civilians and military personnel and to send a ministerial team until completion of tasks and release of funds allocated under The administration of the team as well as assigning the security forces to enforce the law to protect public and private property and emphasize the right to peaceful demonstration and support the initiative of civil society in the campaigns of reconstruction and cleaning.

    Araji .. Protection of demonstrations is our duty
    In their interventions during the meeting, Minister of Interior Qassim al-Araji confirmed that the ministry issued clear orders to protect the demonstrators since the beginning of last July, pointing to the issuance of penalties to all those who assaulted the demonstrators and left their positions to protect government institutions. He announced the intention of the ministry to change some security leaders. Giving an opportunity to accommodate the situation, stressing the concern to protect Arab and international embassies and consulates.
    In turn, Mr. Irfan al-Hayali, Minister of Defense, explained that the armed forces are not authorized to shoot any citizen because the army and all the supporters of the popular mobilization and the Peshmerga forces are people of the people and defended it and made sacrifices.

    Health: We sent an integrated team to Basra
    The Minister of Health, Adila Hamoud, said that the ministry has decided to send an integrated team after registering intestinal injuries in the Basra Health Department, which is higher than the conventional rates for finding the reasons.     Governor: We bear all the responsibilities entrusted to us
    The Governor of Basra expressed his readiness to take full responsibility for the implementation of projects, especially with regard to water projects.
    In the interventions of the ladies and gentlemen MPs, MP Hassan al-Akoli stressed the importance of not exchanging accusations about the situation in Basra, since everyone is responsible for what the governorate has reached, calling for realistic, realistic solutions that are now applicable.
    MP Faleh al-Khazali said that the solutions to most of the problems of Basra province falls on the federal government, especially with the lack of financial allocations for the projects of the province, adding to the province of Basra, the worst environmental city in the world to the existence of large areas containing remnants of war, accusing the US Consulate to support some of those who contributed to incitement On the events of Basra.
    MP Osama Najafi stressed that Basra is a fundamental pillar of Iraq, which requires the removal of the political conflict, pointing to the existence of internal conflicts and foreign agendas applied in Basra, which requires attention to him, calling for the transformation of all the possibilities of the State led by the Prime Minister to Basra to follow the work on the ground and Normal.
    For his part, MP Kazem al-Shammari pointed out that the crises unite efforts to solve them, especially the need to preserve the province of Basra and away from the problems, urging the Council of Ministers to implement the decisions issued by the Council of Ministers immediately and with the support of the deputies of Basra.
    Support for peaceful demonstrations 
    MP Sabri expressed her support for the right to demonstrate peacefully and reject any acts of sabotage and burning of state institutions and consulates.
    MP Ahmad al-Asadi said that the current crisis solutions to the central and local governments by providing the necessary funds allocated to the budget in 2018 in addition to taking advantage of the financial abundance due to oil prices.

    MP Faleh al-Sari called on the Council of Ministers to set clear time-frames for submission to the House of Representatives, proposing to form a parliamentary committee to follow up the decisions of the Council of Ministers including the deputies of Basra.
    For his part, MP Ammar al-Tohme to unite efforts to address the crisis in Basra and the transfer of ministers concerned to the province of Basra as well as increase water releases by unifying the diplomatic efforts of the three presidencies to neighboring countries.
    MP Adnan al-Zarfi said that the problem is focused on the work of the State Departments and the mechanisms of implementation, stressing the existence of a large reluctance in the implementation of projects by the Ministry of Municipalities and Works.
    MP Sabah al-Saadi pointed out that the solutions must be within specific time limits committed by the central and local government.
    MP Khalid al-Mafraji called for all government capabilities to be directed to Basra for the purpose of solving the problems.
    MP Muzaffar al-Waeli called for the immediate dismissal of the head of Basra operations, calling on the Ministry of Water Resources to increase water releases from the emergency water reservoirs.
    MP Uday Awad inquired about the reasons for the non-disbursement of funds allocated to the province of Basra, pointing out that the commander of the province's operations to maintain security.
    In turn, MP Jamal Mohammedawi proposed opening a bank account in the name of the Development Fund of Basra, which is financed monthly from half of the imports of border crossings.
    MP Safa al-Ghanim stressed the need for the government to take firm and quick measures to maintain security and stabilize stability in the province of Basra.
    MP Hamed al-Hamdi pointed out that the program of sabotage and burning exposed to social networking sites at night under the eyes of the central and local government without moving any occupants.

He called on the government to stop the US consular interventions in the affairs of Basra
    Emphasis on the importance of the removal of partisan conflicts 
    MP Mohammad Tamim considered the decisions issued by the Council of Ministers as good, stressing the need to remove Basra from political conflicts.
    He urged MP Ahmed al-Jubouri not to involve the military and security forces in the crisis in Basra, and called for meetings of the Council of Ministers in Basra on an ongoing basis.
    In his response to the interventions, he thanked the positions of the ladies and gentlemen on Basra in support of the removal of political differences on the service files, explaining that the Council of Ministers implements the recommendations of the Council of Ministers to a team of the Council of Ministers, calling for the formation of an expanded team of the House of Representatives to follow up the implementation of the recommendations of the Council of Ministers, Expressed his surprise at the presence of the governor of Basra, who heads the security committee in Baghdad and left the province in light of the current crisis.
    For his part, Assaad al-Eidani, the province of Basra, said that his presence in Baghdad came to attend a meeting of the advisers to resolve the crisis of the province and review the plans, noting that the water carrier lines are dilapidated and large pumps need maintenance, indicating the development of a plan of action to resolve the crisis.
    He called on Mohamed Ali Zinni to form a parliamentary committee to follow up the implementation of the recommendations of the Council of Ministers.
