    [size=45]The Parliamentary Finance Committee confirmed that reductions were made to the amounts of the Emergency Support Law, Food Security and Development by more than 20 trillion dinars, indicating the lifting of many paragraphs that do not require speed in approval, stressing that the entry into force of this law will be until the approval of the budget. Representatives had previously stated that the Finance Committee was making amendments to the law.[/size]
    [size=45]It is hoped that it will be put to the vote during the current month. Committee member Muhammad Al-Khuzaie said, in a television statement followed by (Al-Mada), that "the law of emergency support, food security and development was urgently established to align state expenditures, foremost of which is the ration card, given the lack of a budget in Iraq."[/size]
    [size=45]Al-Khuzaie added, "The project will depend on the monthly surplus of oil revenues compared to last year's budget, and therefore will not affect the budget."[/size]
    [size=45]He pointed out that "the support that will be provided for the ration card items is based on 12 months, after it was in the past on the basis of only 8 months." Al-Khuzai stated, “The House of Representatives reduced the amount of the law after completing several amendments to change and cancel so that the amount would be around 25 trillion dinars, or less,” noting that “the committee provided 20 trillion dinars, after the project included an amount of up to 45 trillion dinars. Al-Khuzai stressed the lifting of “paragraphs that would burden the state’s public treasury through borrowing and other detailed materials that we do not need at the present time.” He continues, "The government project was limited to exchange figures for the included ministries, but today we have converted the exchange doors to detailed tables as needed."[/size]
    [size=45]Al-Khuzai added, "The largest support will be to the Ministry of Commerce at about 5 trillion dinars, and it does not include only the ration card, but the farmers' file represented in paying the accumulated dues for buying wheat and their other crops."[/size]
    [size=45]He stressed, "The nature of the law does not bear the addition of paragraphs outside the issue of emergency, and although there are requests we have received in order to include other issues, this is not possible."[/size]
    [size=45]Al-Khuza’i continues, “The development that the law talks about is related to supporting sectors that guarantee returns to the state, such as agriculture and industry, provided that these sectors are quick to impact and address the crisis of high prices, and the implementation of the current necessary projects due to the lack of spending and financial allocations.” He continues, "The law is not a substitute for the budget, but rather it is exceptional and temporary, and once the budget is approved, it will stop working." Al-Khuzaie went on to say that "the alternative to the budget exists, which is the Federal Financial Management Law, through which salaries and other allocations of public spending units can be paid."[/size]
    [size=45]Yesterday, Deputy Speaker of Parliament Shakhwan Abdullah chaired the meeting of the Parliamentary Finance Committee, in the presence of Committee Chairman Hassan Al Kaabi and members of the Committee.[/size]
    [size=45]According to an official statement by Parliament, “during the meeting, a detailed discussion took place of the articles of the emergency food security and development bill before its approval, while Abdullah praised the efforts made by the Finance Committee and their tireless and continuous work to mature this law and make the necessary amendments to it.”[/size]
