Indications from Kurdistan of understanding between the two main Kurdish parties and anticipation of the initiative of the "Democratic Leader"

Baghdad / Tamim Al-Hassan
A quarter of the second deadline given by the leader of the Sadrist movement, Muqtada al-Sadr, to his opponents to form a government without the movement's participation, has passed without any progress being made in this file.
Since mid-May, all initiatives and proposals to solve the intractable crisis have been silent for more than 7 months, with the exception of a limited move by the "independents", and news of an imminent "Kurdish" initiative.
The latest initiative, which is supposed to be presented by the head of the Kurdistan Democratic Party, Massoud Barzani, seems to be waiting for a preliminary agreement between the two main Kurdish parties.
It was understood from the words of the President of the Kurdistan Region, Nechirvan Barzani, as an indication of a rapprochement between the Kurdish forces, during the latter's attendance of the graduation ceremony of a batch of "Peshmerga" forces in Sulaymaniyah.
Speaking about Kurdistan's internal affairs at the graduation ceremony, Barzani said: "I say it with pleasure that a ground has been formed now to show flexibility and dialogue, and the media campaigns have declined somewhat."
Barzani had called on the Democratic Party and the Patriotic Union as the two main forces and all Kurdish parties during the last Eid holiday, "to take Eid as an opportunity to put aside all problems and differences for the sake of the higher interests of the people and the country, and to avoid all campaigns and media attacks and abuse of the other."
A few days ago, news leaked about the imminent holding of a meeting between the two parties to reach a solution to the differences, while the news was not resolved at what level the meeting would be.
In the participation of the region's president in the graduation ceremony yesterday in Sulaymaniyah, information was also leaked about a meeting that took place between the latter and the co-chair of the "Union" Pavel Talabani.
The two major Kurdish parties had earlier engaged in several dialogues, but did not reach an agreement on the presidential candidate.
The Democratic Party submitted Riber Ahmed, the current Minister of Interior, to fill the position, while the "Union" stuck to the current President of the Republic, Barham Salih.
Earlier, Hoshyar Zebari, a former candidate for the presidency before he was excluded by the Federal Court, had revealed the rejection of the "Union" proposals submitted by the Democratic Party.
Zebari stressed in press statements that the two proposals are either to agree on a candidate for the president of the republic by consensus between the two parties, or to leave the position to the "Democratic" and take the "Union" in return for any other position presented to the former, whether ministries or independent bodies.
The predicament of independents
In the meantime, there was no broad interaction with the initiative of the independents, with the exception of the coordination framework, which came up with seven points, the most prominent of which is the demand to form an independent government,
According to political sources who spoke to Al-Mada, "the framework is manipulating the independents" to show its support for the initiative launched by the latter group.
These sources, who asked not to be identified, say that "in the end, the framework wants the prime minister to be on his own terms and to come out exclusively from the major Shiite bloc that he calls for its formation."
A former "frameworker" deputy had previously told Al-Mada that the interaction of the coordination framework with the initiative of the independents is conditioned on the latter's approval of the independents' candidate for prime minister.
A few days ago, independents spoke about the formation of a negotiating delegation consisting of 7 members for dialogue with the political forces, while the feasibility of the negotiations has not yet been revealed.
The independents, who were divided between the "current" and "the framework", were subjected to a new shock, after a wave of mass resignations suffered by the extension movement, which is classified among the independent political movements.
And 5 deputies out of the 9 seats that the movement won in the last elections announced their resignation, in the second wave of resignations that occurred within the fledgling party since the last poll.
The resigned justified their latest decision, that it came to the uniqueness of the movement's leader, Alaa al-Rikabi, with decisions within the movement.
After that, a document was leaked about the members of the extension dismissing Al-Rikabi from the leadership of the party, but the latter appeared yesterday, and he spoke as he is still the first official in charge of the party, and indicated that there was a “targeting” of his emerging movement.
Al-Rikabi said in a live broadcast on "Facebook" that he "faces criticism for the uniqueness of the decision to ally with the New Generation bloc and to form an alliance for the people after that."
Speaking about what is happening within the movement, Al-Rikabi confirmed that "9 out of 21 members of the General Secretariat voted to relieve him of the position of Secretary-General," noting that "the expulsion of the Secretary-General according to the rules of procedure for an extension needs 14 votes."
He added, "The parties harness all their capabilities to strike (extension) daily and create public opinion for the purpose of blackmailing the movement," noting that there are suspicions of corruption within the party.
Al-Rikabi went on to say, "We will make any corrupt person in (extension) a lesson to those who are considered, after the completion of the investigation into suspicions," waving to "dissolve the extension movement within two months if no new reforms are made."
Al-Rikabi's positions were described as "confused" during the political crisis, and the latter appeared to be close to the Sadrist movement.
Al-Sadr had called on the independents three times to join the tripartite alliance, before declaring in mid-May to the opposition "temporarily" for a period of one month.
Amid the silence of the opposing forces about presenting new solutions to the political crisis, Iyad Allawi, the former prime minister, called for a "national dialogue."
And he said in a tweet on "Twitter": "Is it not enough what Iraq is going through in chaos, is it not enough what the people are experiencing in terms of suffering and injustice, either is it time for them to enjoy a decent life."
He added, "I call on the national political forces to give precedence to the public interest and to put the interest of Iraq above everything..."
