On Tuesday, Prime Minister Muhammad Shia al-Sudani chaired the fourth regular session of the Council of Ministers, during which developments in the general situation in the country were discussed, a number of topics on the agenda were discussed, and decisions and recommendations were issued in their regard.
According to a statement by his office, "Al-Sudani directed during the session to present a letter of thanks and appreciation to the employees and cadres that contributed to organizing the Basra Gulf Championship 25, and also directed to support the efforts of the Ministry of Communications and its plan to improve Internet service and reduce its prices."
During its session, the Council of Ministers continued, "discussing the file of contractors with state institutions, and approved the creation by the Ministry of Finance of titles and job grades within the budget of departments and formations, according to the details shown in the book of the Ministry of Finance, to install contractors before October 2, 2019, on permanent staffing within operating expenses or schematics for each configuration.
The statement added, "In implementation of the Prime Minister's directives regarding honoring the national team that won the 25th Basra Gulf Championship Cup, the Cabinet approved the following:
1- Honoring the players of the national football team, the administrative and training staff, members of the delegation and referees from Iraqis only, by plotting free residential land with an area of 200 square meters in the capital, Baghdad, after achieving a great sporting achievement for Iraq and winning the 25th Gulf Championship that was held in Basra Governorate, and adding the president of the federation.
2- Granting diplomatic passports to those mentioned in paragraph (1) above.
In the context of the same directives, the Council of Ministers agreed to grant an amount of 10 million dinars to the families of the deceased in two stampede accidents in the final match of the Gulf Championship 25, and a traffic accident on the Dhi Qar-Basra road (from government banks affiliated with the Ministry of Finance).
In its session, according to the statement, the Council of Ministers reviewed "the reality of the public companies affiliated to the Ministry of Construction, Housing and Public Municipalities, and discussed the losses achieved over the past years, and in light of that, and based on the provisions of Article (31 / second) of the Public Companies Law (22 of the year 1997) as amended, the Council approved the following:
First: Merging the companies listed below affiliated with the Ministry of Construction, Housing and Public Municipalities, to become as follows:
1- Merging Al-Mansour General Company for Construction Contracting with Al-Faw General Engineering Company, so that its name would be Al-Faw General Engineering Company.
2- Merging the Al-Rasheed General Company for Construction Contracting with the Ashur General Company for Construction Contracting, so that its name would be the Ashur General Company for Construction Contracting.
3- Merging Al-Moatasem General Company for Construction Contracting with Hammurabi General Company for Construction Contracting, so that its name would be Hammurabi General Company for Construction Contracting.
4- Merging Al-Farouk General Company for Construction Contracting with Saad General Company to be named Saad General Company for Construction Contracting and Engineering Consulting.
Second: All rights and obligations and movable and immovable funds of the merged companies shall be transferred to the new company.
Third: The aforementioned ministry completed the legal procedures (issuing the incorporation certificate, the incorporation statement, and the internal regulations of the merged companies) and other procedures.
The Council of Ministers discussed the recommendations related to the customs tariff, and its importance in providing financial revenues for the state treasury, and its role in regulating import and export. The customs demarcation will be as follows:
1- A 20-foot container, the fee of which is 2 million dinars.
2- A 40-foot container, the fees of which are 4 million dinars.
3- Cigarettes, alcoholic beverages, gold, mobile phones, cars, honey, cosmetics, perfumes, and goods covered by the Iraqi Products Protection Law No. (11 of 2010) are excluded from the above.
4- Insurances of 500,000 dinars must be submitted for non-certification of the certificate of origin and the commercial lists (invoice).
5- Partial freight is drawn less than a container by the usual methods (according to the percentages of the customs tariff in the paragraphs below.
6- The value of the tax shall be at the rate of (a quarter) the customs duties, as follows:
- A 20-foot container, its tax shall be 500 thousand dinars flat.
A 40-foot container, the tax of which is 1 million dinars, flat.
- The customs tariff for the rest of the materials is (6.5%), with the exception of medicines, which are (0.5%), and foodstuffs (1%).
7- The importer may choose the type of demarcation on the basis of the container as in the above paragraphs, or on the basis of the customs tariff percentages in the previous paragraph.
8- It is strictly forbidden for security checks on all roads to interfere in customs affairs.
9- The General Authority for Customs must verify and investigate through fixed and mobile controls the application of the aforementioned for goods entering from all ports of Iraq and the amount of the tariff, and it is authorized to collect the difference in customs duties otherwise.
10- The General Authority for Customs, in coordination with the Kurdistan Regional Government of Iraq, submitted a proposal to unify the customs fee for each of (gold, cosmetics, perfumes, alcoholic beverages, cigarettes, honey, and cars) with the fees collected from the region’s outlets, and presented the proposal to the Council of Ministers to take the appropriate decision in this regard.
11- Not asking importers for import licenses for the imported goods throughout the period of the decision’s validity.
12- The Ministerial Council of Economy evaluates the results of implementing the decision after a period of (6) months from the date of its issuance.
13- The texts mentioned in this decision shall be applied until the Council of Ministers takes a decision regarding the proposal mentioned in the previous paragraphs.
14- Cabinet Resolution No. (23025) for the year 2023 is repealed.
15- This decision will be implemented as of February 1, 2023.
The statement continued, "With the aim of supporting the Border Guard forces to construct crossings on the border road, the Council of Ministers approved the following:
1- The Ministry of Finance financed an amount of one billion dinars to the Ministry of Interior, according to the mechanism in Cabinet Resolution (15 of 2022) to the Border Guard Forces Command to establish crossings on the border road.
2- The Ministry of Oil donated (850) spent pipes to the Ministry of Interior to complete the aforementioned crossings.
The Council of Ministers discussed other issues on its agenda, and issued the following decisions:
First: Approving the authorization of the Minister of Industry and Minerals, the power to negotiate and sign a funding grant for the Research and Medical Care Center at the University of Mosul (MRCC), in favor of the Ministries of Health, Higher Education and Scientific Research, in the amount of (10,000,000) euros, only ten million euros, provided by the French Development Agency (AFD). AFD), based on Article (6) of the Emergency Support for Food Security and Development Law (2 of 2022), as requested by the Ministry of Finance.
Second / Approval of a draft law ratifying the investment promotion and protection agreement between the government of the Republic of Iraq and the government of the United Arab Emirates signed in Abu Dhabi on October 18, 2021, and referring it to the House of Representatives based on the provisions of Articles (61/ item first, and 80/ item second). ) of the constitution.
Third / Approval of the following:
Exemption and waiver of collecting fees for traffic plates for vehicles (30) ambulance type vehicles, year of manufacture 2022, amounting to 60,000,000 dinars, only sixty million dinars, donated by the People’s Republic of China to the Ministry of Migration and Displacement allocated to camps for the displaced, Among the wages set forth in Cabinet Resolutions (68 and 237 of 2016).
Fourth / Approving the
exemption and waiver of collecting fees for traffic plates for vehicles, number (124) vehicles imported for the benefit of the Shiite Endowment Office / Al-Hussainiya Shrine, from the fees indicated in Cabinet Resolutions (68, and 237 of 2016).
Fifth /
Canceling Paragraph (2) of Cabinet Resolution (219 of 2021), and ending the assignment of Mr. (Mustafa Ghaleb Makhaif) from the task of the Governor of the Central Bank of Iraq.
