    {Economic: Al-Furat News} The director of the Iraqi Economic and Political Center, Wissam Hammal Al-Helou, confirmed today, Sunday, that all that is rumored through news sites and communication sites about the existence of a new salary scale is nothing more than media statements related to the 2023 budget, which arrived before yesterday in the House of Representatives.
    Al-Helou said in a statement received by Al-Furat News: "We followed the media statements in the past few days and what came out of the parliamentary statements regarding the issue of the salary scale, and through our communication with the authorities concerned with the governmental file, we denied that there are government items or proposals in the 2023 budget to include a new scale." for salaries.”
    He added, "The Council of Ministers can only propose a legal formula for a new salary scale, and a parliamentary vote must be taken on it in order for it to be a binding law. Thus, it is directed in the current year's budget. It does not exist at all, and the fact of the matter is that it is being studied in the General Secretariat of the Council of Ministers as a government agency and the Parliamentary Finance Committee, and there is no such thing." An agreed-upon formula, and the subject is nothing more than being within the framework of the study, according to what informed governmental and parliamentary sources confirmed to the center.
    Al-Helou continued, "The last salary scale approved by the Iraqi parliament was issued in 2008 15 years ago, and any new salary scale will not be issued on its own unless it is a schedule attached to the civil service law, which has not been legislated until now and is still locked up in the parliament since 2015."
    Al-Helou pointed out that "the last three governments have repeatedly sent the law proposal since 2015, and more than once the government withdrew it due to disagreements about it or popular rejection, especially the previous government's proposal during the financial crisis."
    He pointed out that "there is a real disparity in salaries that shows the extent of injustice and injustice that falls on several segments of employees, as there are differences that reach many times in favor of the salaries and allowances of presidencies and some ministries and government institutions compared to the salaries of the majority of state institutions, and there must be fair adjustments estimated by experts to achieve justice far away." About favoritism and nepotism.
    The director of the center confirmed that "the recent decisions that allowed the transfer of wages into contracts, fixing contracts, appointing the first students and holders of certificates allowed adding more than 750 thousand people to the functional entity of the state and increased its spending by up to 20 trillion dinars, according to what was confirmed by the Prime Minister by confirming that the salary paragraph in the budget increased from 42 trillion to 61 trillion."
    Al-Helou pointed out that "the copies that were leaked to the communication sites are nothing but a law proposal that was not written by the government, and it never issued a decision regarding it, and what it contained of a proposal to raise the salaries of the lower grades needs large additional sums that may contribute to increasing the budget deficit rate, which is estimated at more than 63 trillion." dinars according to the government, which means that it is impossible to implement it this year 
    Al-Helou concluded, "Any new salary scale needs real planning and study, and the involvement of a number of specialized committees and some specialists in the economic aspect to delve into the smallest details and in a way that the state avoids more massive spending on salaries and achieves justice among all employees and guarantees their dignity."
