    Al-Hamami added, "The central and southern governorates are the source of Iraq's budget, at a time when they are facing unfairness in budget allocations and petro-dollars, as we demanded the need to increase allocations and petro-dollars by $4.5," calling on all central and southern representatives to "their disadvantaged governors in obtaining budget benefits and not leaving financial rights." and service.”

    Al-Lami said in an interview with Al-Maalouma Agency that "the representatives of the oil-producing governorates will not vote on the budget unless the full rights of the central and southern governorates are obtained in the budget."

    He added that "the budget law is still facing some important differences, especially related to the allocations of the oil-producing provinces," warning against "passing a budget in which there is a lot of unfairness to the rights of the central and southern governorates." in the draft budget law and the granting of large shares to Kurdistan.”

    For his part, the representative of Basra Governorate, Mustafa Sanad, warned of the consequences of continuing oil extraction operations without environmental solutions in the province, calling on the government to do justice to the province within the budget.
    Sanad said, in an interview with Al-Maalouma Agency, that "the abundance of oil projects and the scarcity of water may turn Basra into a desert," noting that "Basra has been wronged a lot, and it must be fair in the 2023 budget."
    He added, "Basra worked to increase its production by 400,000 barrels per day due to the suspension of oil exports through Kurdistan, which caused pressure on the Basra environment and an increase in the number of cancer cases due to the large pollution."

    In the same regard, the representative of the Sadiqoun Parliamentary Bloc, Zahra Al-Bajari, said that she intends to boycott the voting session on the budget if the allocations for the center and south remain the same.
     Al-Bajari said in a statement to Al-Maalouma, “The budget has allocated about one trillion and 650 billion dinars for Basra, while the province needs more than 3 trillion,” stressing: “Boycotting the voting session on the budget if the allocations for the center and south remain the same.”
    She added, "Basra has many projects that need allocations, the most important of which is the water file, while the governorate pays loan dues for projects that do not belong to it."
    Al-Bajari indicated that "the region's declared allocations are 17 percent, and the real one is more than 20 percent," calling on the central and southern deputies to "stand with their provinces to amend their allocations in the budget."
    The representative of the Al-Sadiqun Parliamentary Bloc, Muhammad Karim Al-Baldawi, called for fairness to the central and southern governorates of the budget compared to the share of the liberated regions and the Kurdistan region, while stressing the inability to overlook the sacrifices made by these regions in order to consolidate security and peace in Iraq.
