    The Vice-Chairman of the Finance Committee, Ikhlas Al-Dulaimi, confirmed today, Sunday, that there are points of contention regarding some paragraphs of the budget, stressing that the share of the southern governorates in the budget is the largest.

    Al-Dulaimi said in an interview with Al-Sumariya News Bulletin, "The budget is an important law for everyone because it outlines the state's financial policy for three years, and there were points of contention in some paragraphs related to the region that were agreed upon and passed," explaining that "today a vote will take place on the remaining paragraphs and amendments that were made." on the texts to decide the vote on the budget.



    And she added, “The Finance Committee submitted requests to amend some paragraphs to the Speaker of Parliament for discussion in the House of Representatives,” noting that “the most prominent differences within the committee were about the budget for one year or for three years, and it was agreed that it be for three years, taking into account the amendment of some financial paragraphs with each A year, and the second point is the paragraphs pertaining to the region because the Finance Committee voted on the points without the knowledge of the leaders of the Kurdish parties, and therefore there were negotiations and all proposals were dropped and new points were agreed upon although they did not meet the aspirations of the Kurds, but they were accepted to pass the budget.

    And regarding Article 42, which is related to the imposition of additional taxes on oil derivatives, Al-Dulaimi explained that “the text of the article is a government text, not from the Finance Committee, and this is within the state’s policy after adopting an explosive budget with a large deficit, and therefore the state must find solutions to this deficit, and the government has given some files large allocations, and we need texts It maximizes the state's revenues," stressing that "these taxes will not affect the citizen and will contribute to reducing the fiscal deficit in the budget."

    Al-Dulaimi pointed out that "there are upcoming elections, and all the representatives are working to satisfy their voters by insisting on some paragraphs," indicating that "most of the budget allocations will go to the southern governorates at a rate of 60% or more," noting that "most of the investment projects go to the southern governorates." Every year, the funds of the allocations go to the southern governorates, but without their implementation, and the defect is not in the allocations, but rather in the management of the allocations, because the hands that manage them are not honest and cause waste of public money. The most important reasons for not completing projects in the southern governorates.

    In a separate interview with our correspondent from within the House of Representatives, Al-Dulaimi confirmed that "Paragraph 15 of the budget does not concern graduates, the procedure and the two times, but these categories were included within the other paragraphs of the budget, and 37 thousand new degrees will be added to the Ministry of Interior and 5 thousand degrees to the Ministry of Defense, and there is a text that will address the issue of the procedure and the time and there Large projects will benefit the southern and central governorates, and these projects will benefit these groups.” She pointed out that “there are 67,000 job grades within the budget for scientists, medical professions, and others, and their canceled contracts were included in the budget, but those whose schedules were present in the ministries were included in the law.” .

    Al-Dulaimi indicated that "the issue of red cards and civilian associates from graduates in military institutions and their conversion to civil ones was not mentioned, because the government believes that it is not possible to empty ministries from educated minds and holders of degrees to keep the holders of minimum degrees from primary school graduates in these institutions, so the government's opinion was to keep them within the military corps." ".
