    Former MP Jassim Al-Bayati ruled out the reinstatement of Article 140 of the constitution, explaining the significance of its mention in the political document when forming the government.
    Al-Bayati said in a press interview seen by “Takadam” that “Article 140 had expired before the end of 2007, and it is not possible to return to it, but there are claims within this article from some families who left their lands and left for other governorates.”
    He added, "The families who left their lands were granted compensatory instruments, but they have not been disbursed to this day, as the political document in which Article 140 was mentioned is a paragraph that does not mean re-application of this article, but rather resolving the file of the families who were left from their lands and proceeding with the disbursement of their compensation."
    And he indicated that "the Kurds do not want to implement Article 140, as the issue is complex and unresolvable, especially since there are tensions within the region between the National Union and the Democratic Party."
    He pointed out that "the Kurds are not serious about the issue of Article 140 and going towards annexing the Kirkuk governorate and other areas of the region, in addition to that the Turkmen, Arabs and other components will not accept such a procedure."
