Member of the Kurdistan Democratic Party, Rebin Salam, confirmed today, Monday (October 23, 2023), that the application of Article 140 of the Constitution will resolve all disputes in the disputed areas.

Salam said in an interview with “Baghdad Today” that “we regret the casualties in the Makhmour incident yesterday as a result of the clashes between the Peshmerga forces and the Iraqi army, and we believe that the solution is to implement Article 140 of the Constitution completely and without deduction.”

He added, "There are political parties that have tried from the beginning to obstruct the implementation of Article 140, despite it being an important constitutional article, and its implementation will solve all the issues and problems of the disputed areas."

A security source reported today, Monday (October 23, 2023), that a high-ranking security delegation arrived in Makhmour district, coming from the capital, Baghdad, to investigate and uncover the circumstances of the exchange of fire between an Iraqi army force and the Peshmerga forces, which resulted in casualties yesterday, Sunday.

The source told "Baghdad Today" that a high-ranking security delegation including senior officers arrived this morning in Makhmour, coming from Baghdad, to find out yesterday's events after the clash between army forces and the Peshmerga, which led to casualties and recorded injuries between both sides, pointing out that "the delegation He will hold a series of intensive meetings to clarify the details of what happened and submit a comprehensive report within 24 hours to the office of the Commander-in-Chief of the Armed Forces, Muhammad Shiaa Al-Sudani.”

In the same regard, Al-Fatah Alliance member Ayed Al-Hilali believes that there are three reasons pushing Baghdad and Erbil to absorb the Makhmour events, while confirming that “Baghdad and Erbil are surrounded by multiple threats, including the Kurdistan Workers’ Party and other forces, in addition to Turkish intervention, which requires cooperation in the mechanisms for controlling the regions.” Especially on the border, although recent events indicate that the Peshmerga have warnings about approaching army forces.

Al-Hilali said in an interview with “Baghdad Today” that “the friction that took place between the army and the Peshmerga yesterday evening resulted in injuries, and its causes are still unknown pending the results of the investigation committee that was sent by the Sudanese to find out the circumstances of what happened, but the incident indicates the existence of a state of tension between the two parties.” ".

Yesterday, Sunday (October 22, 2023), the Commander-in-Chief of the Armed Forces, Muhammad Shiaa Al-Sudani, directed the formation of a high-level committee to investigate the circumstances of the incident in the Makhmour sector, following a clash between army and Peshmerga forces.

Earlier yesterday evening, Sunday, an official military telegram revealed the details of an exchange of fire between the Peshmerga forces and the Iraqi army in one of the mountains of Makhmur district, after the Iraqi army advanced to capture points that the PKK members had left 3 days ago.

The cable, which Baghdad Today viewed, stated, “At 4:30 p.m. on Sunday, October 22, 2023, a problem arose between the Iraqi Army - 14th Division and the Peshmerga forces regarding the right to hold (3) military points located at the top of Mount Qarachogh - east.” Makhmour District Center - specifically the side overlooking the Makhmour Turkish refugee camp.”

She pointed out that, “On October 19, 2023, the armed elements of the Kurdistan Workers’ Party ( PKK) withdrew from the three mentioned points, and today the commando regiment of the 14th Division of the Iraqi army rushed to the locations of the three specified points for the purpose of seizing them without notifying the Peshmerga forces, under direct orders from the Army Chief of Staff.” "The Iraqi."

She explained, "At 4 p.m., a Peshmerga force came to the locations of the three designated points and demanded the Iraqi army to withdraw, since the line of contact between the Iraqi army and the Peshmerga forces is considered the Qara Jog mountain, and the Al-Misk line throughout the mountain belongs to the Peshmerga forces."

According to the telegram, the Iraqi army refused to withdraw, and a verbal altercation took place between the two parties, which developed into an exchange of fire at 1630, and according to the initial situation, this led to the martyrdom of a member of the Peshmerga, the injury of 3 others, and the injury of 6 members of the Iraqi army, 2 of whom were seriously injured.
