The Iraqi Parliament included, on Monday, the draft general amnesty law on the agenda of its session next Wednesday.
The agenda of the House of Representatives, as reported by the media office of the House, in a document, included voting on the draft law amending the twenty-first amendment to the Personnel Law No. (25) of 1960. Finance Committee Article 4).
First reading of the draft law on service and retirement for the Mujahideen of the Popular Mobilization Authority. (Security and Defense Committee, Legal Committee, Finance Committee, Committee on Martyrs, Victims and Political Prisoners, Article 10).
Also; the first reading of the proposed law amending Personal Status Law No. 188 of 1959, Article (2). (Legal Committee, Women, Family and Childhood Committee.
The schedule included the first reading of the draft arbitration law (Legal Committee, Finance Committee), (47) articles), as well as the first reading of the draft law amending the second general amnesty law No. (27) of 2016 (Legal Committee, Security and Defense Committee, Human Rights Committee, Article 2).
Finally, the report and discussion of the second reading of the proposed law amending the second amendment to the Political Prisoners Foundation Law No. (4) of 2006, as amended. Committee of Martyrs, Victims and Political Prisoners).
Earlier today, Monday, the political blocs agreed to include the general amnesty bill on the agenda of the next parliament session.
Iraqi parliament member Raad Al-Dahlaki said in a statement: “We bring good news to our innocent detained brothers and their families, with the agreement during the meeting of the heads of the political blocs today, to include the draft general amnesty law during the next two sessions for the first reading and to proceed with voting on it and to do them justice inside the parliament dome, after years of suffering and injustice as a result of the secret informant and malicious accusations.”
Since the formation of the government of Mohammed Shia al-Sudani, the general amnesty law has faced an uncertain fate despite the existence of a political agreement to legislate it. However, observers have indicated the existence of a political will, especially from the Coordination Framework, to obstruct the law and not to adhere to the promises previously given to other parties (Sunnis) to ensure their participation in the new government.
The general amnesty law is one of the most prominent demands of the Sunni blocs, which stipulated its approval during the negotiations to form the state administration, which included the Shiite Coordination Framework and the Kurdish and Sunni blocs, which resulted in the formation of the new government headed by Mohammed Shia al-Sudani.
The government program, according to Sunni MPs, includes issuing a general amnesty law, security checks in their governorates, and cancelling or suspending the work of bodies that were a source of concern and crisis for them.
