Al-Naili to {Sabah}: Starting to establish the Martyrs Fund

The Martyrs Foundation is preparing to develop mechanisms for establishing a Martyrs Fund that will enable the implementation of projects that support its beneficiaries within the amendments to its Law No. (23) of (2024).
The head of the foundation, Abdul-Ilah Al-Naili, told Al-Sabah: The foundation held the first meeting of the Opinion Board to discuss the general policy after the parliament approved the amendments to its Law No. (23) of (2024) in order to put them into effect in a way that includes simplifying government procedures to improve the services provided to beneficiaries.
He explained that the meeting included developing mechanisms to establish a Martyrs Fund that will expand services to those included, explaining that the fund’s revenues will come from donations, gifts, and fees for services provided by the foundation, in addition to deducting an amount of (1) percent from the retirement salary of the beneficiaries.
Al-Naili explained that the fund's funds will serve as a budget in parallel with government budgets, in order to create investment opportunities and participate with the private sector in projects that serve beneficiaries, including the establishment of a private university that accommodates the families of martyrs and the organization of social, health, cultural and development programs, in addition to contributing to the housing process.
He stated that the amendment to the Foundation's law included obligating the relevant departments, including state real estate and agriculture, to provide plots of land to build low-cost housing units or allocate serviced lands.
Al-Naili confirmed that the Foundation seeks, in coordination with the Martyrs Committee in Parliament, to link the subcommittees in government institutions that deal with victims of terrorism among employees directly to the Foundation, because there is a huge amount of transactions for this category that have not been reviewed by these committees, and therefore linking them to the Foundation facilitates the process of approving them.
He pointed out that the transactions of the victims of terrorism are immediately approved by the subcommittees of the institution after they are fully audited, in addition to the fact that (90) percent of the transactions of the families of the victims of the defunct regime have been approved and completed, and the rest of them only need simple administrative procedures.
