    He Basra provincial council member Morteza Khazaal that "local governments all want to provide good services to its citizens and seeks to use all its powers to achieve it.
    Khazaal In an interview with the "direction Press," said the provincial councils often collide in some of the powers with the center by returning them in completing simple projects.
    He explained that "some of the projects as possible be completed by the local government and there is no justification to return to the center for the purpose of taking the approvals that the money is to maintain and projects carried out of the province.
    He added that "the Second Amendment, passed by parliament on the provincial law, which provides for the transfer of powers from nine ministries to provincial councils for the purpose of doing things by them.
