    The President of the House of Representatives Salim al-Jubouri, yesterday, from the city of Basra on the importance of transfer of powers from the federal government to local governments. He stressed the need to avoid obstacles to administrative decentralization. The parliament speaker said that "the salaries of employees red line," warning of prejudice. The parliament speaker arrived in the province of Basra on Sunday morning as part of an election-style tour that began last week from Anbar and its leaders in Diyala province. On his arrival in Basra, al-Jubouri met with Governor As'ad al-Eidani, members of the provincial council and a number of security leaders, and discussed with them the reality of the service and security of the province, according to a statement by the Office of the Speaker of the House of Representatives.
    Jubouri held a press conference in Basra governorate building, where he addressed a number of political and legislative files. 
    He stressed the need to "transfer broad powers to the provinces, so that it can perform its role properly, taking into account not to exploit these powers to achieve special interests." And on the adoption of the federal budget, the President of the House of Representatives introduced the draft budget law in the next meeting for the purpose of the first reading. He noted that "we asked the Council of Ministers to include a number of paragraphs in the budget before sending them to the House of Representatives." During the press conference, Jubouri pointed out that "the issue of transfer of powers from the ministries to the provinces is a reality that reflects the strategy referred to by the Constitution." "It is necessary to transfer broad powers to the provinces to play their role, at the same time it is important to identify the negatives and work to overcome them."
    The Speaker of the Parliament that "there are some negatives that accompanied the process of transfer of powers, and I mentioned during the meeting to address," noting that "school principals in some provinces have been changed for political reasons after the transfer of some powers." The President of the House of Representatives visited the district of Abu al-Khasib and the Sunni Waqf in Basra. During a meeting with a number of clerics in the Sunni Endowment, Jabouri emphasized the need to "close the gates of terrorism and prevent the involvement of young people in extremist ideology, which is based largely on the role of the educational institution."
