set up the Foreign Relations Committee under the auspices of the Presidency of theCouncil of Representatives and workshop, on Wednesday, the Constitutional Hall in the House of Representatives, under the title (about the progress of the legislative procedure for treaties and international conventions , bilateral and multilateral legal proceedings based on the rules of procedure of the House of Representatives and the Law ofTreaties held No. 35 of 2015).
The workshop was attended by the President of the Legal Department of the General Secretariat of the Council of Ministers and advisers in the State Consultative Council and heads of legal departments in all ministries and other relevant departments, as well as the participation of the House of Representatives parliamentary adviser and the department in the Council. It was during the workshop to discuss and explain the treaties Contract Law No. 35 of 2015 and the role of ministries in the preparation of the draft agreement or treaty or memorandum (Presented by the Ministry of Foreign Affairs), and the role of the Council of Ministers in the Treaty and the Convention (Presented by the General Secretariat of the Council of Ministers), and the role of the House of Representatives to vote on the agreement or treaty or memorandum of understanding (working paper submitted by the Committee on Foreign relations), and the role of the presidency in the ratification of the treaties and agreements (and the working paper submitted by the presidency).
The Chairman of the Foreign Relations Committee in the House of Representatives Abdul Bari Zebari said that this workshop came for coordination between the signing of the agreements specified in the mechanism circles and then applied and axes with them.
Zebari said in an interview for { the morning »,« we have seen that it is necessary that we meet with the parties involved and responsible for holding these international conventions in order to reach a general basic rule depends upon everyone and determine where the shared visions on these agreements », indicating that« this workshop aims to develop solutions for the adoption of conventions and treaties better strategies according to the state - building ».
While pointing Director - General of the Legal Department at the Ministry of Communications Imad al - Shammari to the development of a circle to hold conventions and treaties of the General Secretariat of the prime minister intended to check and drafting memoranda of understanding and following up agreements and treaties in each legal department of the ministry, adding that this workshop was to unify visions on international conventions and treaties concluded by the ministries and to reach a suitable ground and standardized to hold such conventions.
For his part, said the legal adviser to the Ministry of Labour and Social Affairs, Riad Ibrahim Fadel, to set up a workshop for legal departments define the role of the House of Representatives and the State Consultative Council in the preparation and ratification of international agreements concluded by Iraq, explaining, in an interview for »morning», that «this workshop seeks to train staff on how to conclude agreements in addition to the participants reached through negotiation with other international actors».[/rtl]
