    NATO ambassadors will hold an official meeting with Russia on Thursday, the fourth since the 2014 crisis in Ukraine halted regular talks despite the exchange of accusations by both sides of destabilizing Eastern Europe.
    The NATO-Russia Council is the forum that brings together NATO ambassadors and Russia's ambassador to the US-led alliance and is seen as a way to prevent rising tensions by explaining positions even when joint exercises and peacekeeping missions are halted.
    "The NATO-Russia Council is an important forum for dialogue to ease tensions, increase transparency and predictability," Alliance spokeswoman Uana Lungescu said.
    US President Donald Trump, an admirer of Russian President Vladimir Putin, is seeking to improve ties with the Kremlin over a range of issues, including the fight against militant Islamists. Western diplomats said it was not clear whether opportunities for East-West cooperation had improved under Trump's leadership.
    The conflict in Ukraine is on the agenda of the meeting. The West accuses Russia of orchestrating the conflict and Moscow denies that, but Russia's annexation of the Crimea in 2014 remains divisive.
    Diplomats said the meeting would discuss the movements of NATO forces and Russian forces as well as Moscow's deployment of missiles in the Kaliningrad region of the Baltic Sea.
    Afghanistan will also be on the agenda, but it is unclear whether NATO's top commander will express doubts that Russia is providing supplies to Taliban fighters. Moscow called the accusation a "lie".
    The meeting comes weeks after the first phone call two years ago between the head of the NATO military commission General Peter Pavel and the head of the Russian General Staff Valery Gerasimov. Pavel seeks a direct meeting
