    It revealed a senior political source from the government directive led to prevent the supply of the Kurdistan region of its share of the medicines and medical supplies within the Ministry of Health 's budget since the beginning of this year.
    The high source said that the Ministry of Health has taken the decision with the approval of Prime Minister Haider al - Abadi
    to this, the Minister of Kurdish Council of Ministers and Health Minister demanded to cancel the decision, stressing that the drugs provisions and medical supplies are entitlement under the "ruling expenses", nor is it in dispute ongoing between Baghdad and Erbil on oil agreement.
    The minister warns of a humanitarian and health disaster facing the region which is home to 1.5 million displaced people, expressing fears of an outbreak of epidemic diseases and transmission to the rest of the country. It announced the United Nations Mission in Iraq (UNAMI) that approximately 47% of displaced Iraqis, currently reside in the Kurdistan region, warning of the worsening humanitarian situation caused by the economic crisis afflicting the country recently.

The source asserts that " the share of the Kurdistan region of medicines and medical supplies within the ruling expenditures in the federal budget, which required the Ministry of Health to provide the province , according to the amounts allocated to it." The source who was briefed on the scenes of the latest cabinet session, to "correspondence between the Ministry of Health and the Office of the Prime Minister and the Finance Ministry, ultimately led to the decision to withhold the share of the Kurdistan region of medicines and medical supplies and make them within the framework of the oil agreement between Baghdad and Erbil." The required budget in 2017 Kurdistan region exported 250 thousand barrels of oil, as a condition for the release of 17% of the province 's own budget.

"
    He added that the senior political source "Health Minister Adila Hammoud stressed during the Cabinet meeting held on Tuesday, adopting the directives of Prime Minister Haider al - Abadi to stop the share of the Kurdistan region of medicines and medical supplies."
    The decision drew an objection and the Minister of Culture Faryad Roandzi , which he described as "illegal." The source pointed out that Roandzi said , "Thus enters the guidance of the Kurdistan region in a real crisis with regard to medicines and medical supplies, especially that 35% of these drugs go to the displaced Arabs in the provinces of the region, who have a population of 1.5 million people."
    The Minister of Culture, during the meeting, said that "the federal government inform the concerned authorities in the Kurdistan region before making such a serious decision, to take precautions and procedures necessary with regard to the creation of warehouses, as well as to control the qualitative measurement of drugs, as well as the creation of cadres and the conclusion of contracts with international companies." He warned that "any epidemic disease if it has spread in the Kurdistan region will be deployed in other areas of Iraq that will not be immune from any epidemic."
    According to a political source, the minister Roandzi student, during the Cabinet meeting, to "cancel the decision and return to the mechanism worked out by the Ministry of Health during the previous years, through the exchange amount allocated to the Government of the Territory for the purchase of medicines and medical supplies."
