The text of the law on the employment of the early graduates, which was voted by the Parliament during the session of the Council of Representatives held today, and this was based on what was approved by Parliament and based on the provisions of item (IV) of Article (34) and item (I) of Article (61) ) And Article (III) of Article (73) of the Constitution.
The House of Representatives held earlier in the day Tuesday, its thirty-second session of the current legislative under the chairmanship of Hamam Hamoudi and the presence of 176 deputies. The text of the law on the operation of the first graduates.

According to the provisions of Article (4) of Article (34) and Article (1) of Article (61) and Article (III) of Article (73) of the Constitution, the following law was issued:

Law of the operation of the early graduates
Article 1: Definitions:
Definitions have the following meanings:
- The first students: The first three students on the scientific and human sections in the colleges and institutes that give the diploma and bachelor degree.
- Governmental University: The official university established by the Ministry of Higher Education and Scientific Research and affiliated to it.
- Ministry: All Iraqi ministries.
- Government departments: government departments and agencies not affiliated with the Ministry.
Article 2: All universities and government institutes are required to appoint the first three students to the scientific sections of the assigned grades or the degrees of movement of the owners.
Article 3: In the event that universities and government institutes can not be accommodated for the first three students, the ministries and entities not affiliated with the Ministry shall, in accordance with their respective responsibilities, appoint the first three students in the scientific and humanities departments after submitting the written apology for their appointment.
Article 4: Universities, government institutes, all ministries and entities not affiliated with the Ministry shall be obliged to appoint the first three students and shall take precedence according to the year of graduation and under instructions issued subsequently to regulate this.
Article (5): The first three students who graduate from public universities in postgraduate studies are accepted two years after their actual service satisfactory and approval of their department.
Article (6): The first three students in government institutes in public universities shall accept each specialization according to their specialization after two years of actual satisfactory service and the approval of their department.
Article 7: The duration of the contract and the daily wage spent by the first students on the colleges and institutes shall be calculated for the purposes of allowances, promotion and retirement without retroactive financial obligations and after the payment of the pension entitlements.
Article 8: The first students whose administration refuses to appoint them may resort to the General Secretariat of the Council of Ministers to object to the rejection of their appointment.
Article 9: The Council of Ministers shall issue instructions to implement the provisions of this law.
Article 10: The provisions of this Law shall be implemented from the date of its publication in the Official Gazette.
Positive reasons
In honor of the extraordinary effort exerted by the first students and in support of the scientific movement in Iraq and as a way to improve the public service, the provisions of this law have been enacted.
