    The governor-general of Canada broke the royal protocol when he touched the arm of Queen Elizabeth II during a meeting in London, but said his behavior was motivated by chastity.
    David Johnston held the queen's elbow while a red-carpeted stairway outside the Canada House building in London landed after the 150th anniversary of Canada's independence.
    "I definitely know the protocol," Johnston told a Canadian station, "I just wanted to make sure there was no obstacle on the stairs."
    "It was a little difficult, going down from Canada House to the smaller side square and having a slightly slippery mat so I thought it could be broken only to make sure there was no obstacle."
    The Royal Family Web site said there were no mandatory rules of conduct when meeting a queen or a family member, noting that people might want to abide by customs.
