    [ltr]The differences within the rule of law postponed an important meeting that was scheduled last week to present his candidate for the presidency of the National Alliance succeeding Ammar al-Hakim, who ended his presidency earlier this month. 
    The escalating differences between the two wings of the Secretary General of the party, Nuri al-Maliki, and Prime Minister Haider Abadi, pushed the leadership of the Dawa Party to postpone its decision on the presidency of the coalition. 
    Maliki pays the MP Khalaf Abdul-Samad, head of his parliamentary bloc, in return for MP Ali Al-Alaq, who stands behind his candidacy. 
    The party's differences did not stop at this point, but it widened to include the way to run in the upcoming local and parliamentary elections. The party did not decide to lead its electoral lists, as Ebadi pays his candidates in exchange for Maliki's candidates to lead the lists. 
    "There are attempts to hold a meeting of blocks of state law to agree on a mechanism to choose the new president," says a senior source from within the Dawa Party on condition of anonymity, stressing that "the state of law did not agree on a certain person to succeed Ammar al-Hakim as head of the National Alliance" . 
    The past days have seen a series of consultations and secret discussions within the coalition of state law touched on the possibility of nominating Ali al-Adib and Khudair Khuzaie and Hadi al-Amiri as a substitute for al-Maliki after his reluctance to nominate. 
    "The next meeting of the coalition of the rule of law, which will be next week, will discuss several issues, including acceptance or rejection of the presidency of the National Alliance, and if it is not possible to provide a mass invitation to the candidate we will go to the Badr bloc. 
    "At the beginning of the consultations there was a desire of the Dawa Party to nominate Nuri al-Maliki or Ali al-Adeeb for the presidency of the National Alliance in exchange for the intention of Haydar al-Abadi to present Ali al-Alaq as a candidate to succeed Ammar al-Hakim," said the source, who occupies a leading position in the Dawa Party led by al-Maliki.     The relationship between al-Maliki and al-Abadi deteriorated in 2014 against the backdrop of the nomination of the latter by the National Alliance for prime minister. This led to cracks within the Dawa Party that were clearly reflected in their media discourse. 
    A number of circles within the Dawa Party have revealed to al-Mada several months ago that efforts are being made by circles close to Prime Minister Haider al-Abadi to form an electoral entity under the name of Liberation and Construction. 
    The source pointed out that "the existence of another problem facing the Dawa Party is the presidency of the electoral list, whether to be headed by close to Maliki or Abadi," stressing that "negotiations continue in the corridors of the party to find a suitable solution between the Secretary General of the party and the Prime Minister." 
    The source told the broad details of the ongoing differences between the wings of al-Maliki and Abadi on the leadership of the electoral list, saying that "Maliki insists on assigning the number one in the province of Basra to the successor of Abdel-Samad, while Abadi nominated MP Amer Khuzai to take over." 
    "The leader of the Dawa Party," Abadi strongly rejects the re-nomination of Maliki's voters in the new electoral list to be formed by the Dawa Party, "pointing out that" the Prime Minister insists on presiding over the writer of the party's list in Karbala. " The source says that "among the provinces that are facing differences on the serial number one is the province of Dhi Qar, as the reserve team Maliki on Sadiq Rikabi nominated by Abadi. He revealed "the efforts of some leaders of the Dawa Party to solve the problems between the two teams and the formation of a single list will participate in parliamentary and local elections next year." The source expected in the Dawa Party that "the differences lead to the formation of more than an electoral list on behalf of the Dawa Party in the next ballot, one includes Maliki's team, and another for the slaves, and a third party Dawa." "Last week saw the last attempt to discuss the formation of a single list or two lists within the Consultative Shura, but ended without reaching results," the source said. "Everyone is determined to form a single party list after solving the problems between Maliki and Abadi." 
    "The Dawa Party Shura Council consists of 40 members, more than half of them with Nuri al-Maliki, ten of them are committed to neutrality, and what remains of the understanding of the team Abadi." The source close to the view that "the preachers preferred to postpone the electoral conference scheduled to be held in July until after the next election for fear of a split," but stressed that the differences within the party expands as the election date approached.
