    The news of the Supreme Council of Shiites in Iraq, Ayatollah Ali al-Sistani, expressed its position on the referendum of the Kurdistan Region for independence until the reactions of punitive Prime Minister Haider al-Abadi, his government and the House of Representatives armed with that position and take a "pretext" for bullying the region.

    The Iraqi Council of Representatives voted in its session today on a resolution that includes "adherence to the contents of the reference letter" and demanding "the government to take measures to implement" those contents.

    The resolution also stressed the government "to implement the decision of the House of Representatives including its actions against the referendum."

    The Iraqi parliament and the Iraqi government interpreted the reference letter by giving them the green light by agreeing to vote for financial sanctions. The Iraqi government suspended the sale of dollars to major banks in Kurdistan and banned foreign currency transfers to the region's territory on Tuesday in an escalation of its response to the Kurds vote for independence.

    The sanctions came following a ban on direct international flights to the Kurdistan region imposed by the federal government on Friday.

    Government and banking sources told Reuters that the Iraqi Central Bank told the Kurdistan Regional Government that it will stop selling dollars to the four major Kurdish banks and will stop all foreign currency transfers to the region.

    Iraq's parliament said on Saturday it had approved in a vote the financial sanctions it claimed would "safeguard the interests" of Kurdish citizens and target their leadership.

    Companies that need foreign currency and foreign workers in Kurdistan, who usually get their salaries in dollars, will be the hardest hit by the new procedures.

    Businessmen and expatriates are also most directly affected by the ban on international flights to Kurdish airports in Erbil and Sulaymaniyah.

    "The condition for ending the ban on selling dollars is for Kurdish banks to be under the authority of the central bank," an Iraqi official said.

    But a Kurdish official in Arbil, capital of the Kurdistan Region of Iraq, said that the banks of the region are already under the authority of the central bank in Baghdad and that the airports of the Kurdish region are already under the authority of the Iraqi Civil Aviation Authority.

    The Iraqi government rejected an offer from the Kurdish government to discuss independence. It demanded that the government of Kurdistan be abolished as a result of the September 25 referendum or face continued sanctions, international isolation and possible military intervention.

    The Iraqi Council of Ministers on Tuesday to proceed with the punitive measures taken against the Kurdistan Region against the backdrop of the referendum held on 25 September last year for independence, announcing the completion of the preparation of the financial budget for the next year.

    This came during the meeting held by the Council earlier in the day under the chairmanship of the current Prime Minister Haider Abadi.

    A statement issued by the government that "the Council of Ministers continued the procedures with regard to the illegal referendum in the Kurdistan region, and emphasis on the firm position of the Council to reject it and proceed with the measures that were voted at the previous meeting."

    "Our position is consistent with the rejection of the referendum in full, and the position of the reference was crucial to the unity of Iraq," Abadi said after a meeting at a news conference.

    He added that "the Constitution reference to negotiate with the Kurdistan Region," stressing that "the conditions of dialogue is to abide by the Constitution and cancel the results of the referendum."

    For his part, a spokesman for the Kurdistan Regional Government Sven Dzai said in a statement today that the cancellation of the results of the referendum is not easy, as officials believe in Baghdad, saying that this issue related to the people of Kurdistan, has decided what he wants in this regard. 

     He added that we have always stressed the need to start a dialogue and serious negotiations between Erbil and Baghdad to solve all problems.

    Hadidi had previously called for the Kurdistan Region to abide by the Constitution and to cancel the results of the referendum for independence from Iraq, which was conducted on the 25th of last month, and the withdrawal of Peshmerga forces from the areas cut off from the Kurdistan Region as conditions for dialogue between Baghdad and Erbil.

    Sistani had called during Friday sermon to solve the problems in accordance with the laws in force and the dialogue between Erbil and Baghdad and not to exceed the constitutional rights of Kurds.
