Parliament excludes legislation of election laws within a month: no intention to abide by deadlines

     Baghdad / Mohammed Sabah

The Legal Committee ruled out yesterday the possibility of completing legislative legislation for the elections of the Council of Representatives and provincial councils before the end of this year. She spoke of a consensus not to abide by the date of elections. While the formation of a mini committee to amend the law in force and the corner of the proposed drafts, she stressed that the amendments will focus on the electoral system and the testimony and age of the candidate. In the meantime, the Electoral Commission has confirmed the submission of four proposals to the three presidencies, including one to present the election three days, and to separate the special vote for the year.
The Electoral Commission proposed the adoption of the electoral laws in force, unless the House of Representatives begins its amendments to the parliamentary and local voting laws, and approve the budget before the middle of next month.
Last week, the Electoral Commission warned that not approving the budget before the end of the year would prevent it from holding elections, which need logistical preparations six months ahead of schedule.
In October, the cabinet set the date for parliamentary elections in mid-May. He affirmed his commitment to providing the safe and necessary environment for holding elections, returning displaced persons to their areas and voting electronically.
MP Zana Said, a member of the parliamentary legal committee, said that his committee "is now making amendments to the law of the elections of the House of Representatives in force for submission as a proposal of law," revealing "the formation of a mini committee to make amendments to this law."
Said said in a statement to (the extent) yesterday, that "the mini-committee consists of MP Amin Bakr, and the top of Nassif, Hassan Turan, and Salim Shawki, and Hamdiya Husseini, and commissioned some amendments to the law in force and submitted to the Presidency of the House of Representatives.
On the deadline set by the Commission for its commitment to deadlines for elections, a member of the Legal Committee that "the parliament is unable to enact the law of the elections of the House of Representatives in December for a number of reasons, including political differences on some paragraphs, as well as the legislative holiday that will start early next week" . However, he said that "everyone is going to not hold elections on schedule." The Kurdish MP pointed out that "the Electoral Commission proposed to the government to change the date set for the elections in mid-May and to provide three days." He pointed out that the Commission "is concerned about the lack of voter turnout on 15 May next as the next day to approve the beginning of the month of Ramadan."
"The committee was formed by the House of Representatives because there is more than one proposed draft of the parliamentary election law," said Hassan Turan, a member of the mini committee charged with drafting the parliamentary election law. Tauran said that the House of Representatives has taken a decision to amend the law in force No. 45 of 2013, which will be a substitute for projects and other proposals with the interest, "adding that the proposal was read first reading The
member of the Legal Committee that" Sees no major changes to the law, limiting it to the St Lego electoral system, testimony and age, and the technical matters of counting and counting. "
The Turkmen MP that "the Legal Committee wants to keep the calculation of the system of St. Lego on the basis of equation 1.6, and the adoption of a preparatory certificate," adding that "each province will be a constituency according to the system of open lists," pointing to the existence of different views.
Hassan Tauran that "the Electoral Commission will send some amendments to the election law in line with the electronic system and electronic voter paper."
"We submitted four proposals to amend the draft law of the elections of the Council of Representatives and the provinces, and we sent them to the Council of Ministers, the Parliament and the Presidency of the Republic," said the Chairman of the Board of Commissioners Maan Al-Hitawi.
"The proposals of the Commission on the three presidencies include changing the date set by the government for the next elections, from mid-May and presenting three days by adopting the date of the previous commission which proposed elections to be held on May 12," he said.
The previous election commission had proposed to the ministers to hold the elections on Saturday, 12 May 2018, based on the Constitution and the Law on the election of the House of Representatives, which stipulates that the elections must be held 45 days before the end of the previous election cycle.
"The government's date for the elections is Tuesday, which requires that this day and Sunday and Monday be suspended for a special vote," said the president of the council. "The commission needs three days to distribute logistical materials for the elections, so we need a week off," he said.
"The date proposed by the previous Commission on 12/5 falls on Saturday, a holiday, as well as the allocation on Thursday and Friday to conduct a special vote." Noting that "all polling stations in schools are occupied with the academic year."
The date of the elections shall be decided by the Council of Ministers in coordination with the Electoral Commission.
The President of the Council of the Commission that "it is up to the Parliament to choose the dates set by the government or proposed by the Commission to include in the law before its legislation and then the ratification of the Presidency of the Republic.
"The second proposal by the Commission is to separate the public vote from the private," he said. The third proposal is to amend the "good conduct" clause and replace it with the absence of a criminal offense or honor offense. He stresses that "
The Commission also wants, in its fourth proposal, according to Haitawi, "to clarify how to deal with the fines imposed on the parties." "What we want from the legislator is that the law be clear with the parties in terms of the imposition of the penalty of non-existence, causes and existence."
