It is necessary to identify and approve the details of the comprehensive and sustainable plan of action through comprehensive and expanded meetings between decision makers from government institutions, private sector institutions and civil society to develop binding plans and to eliminate any possibility of exhaustive and non-systematic reforms and avoidance and to develop and implement reconstruction, investment, reform and annual national development plans.
These plans include how to guide the resources of the country despite their limitations, how to maximize resources and exploit them optimally, and to develop a sophisticated, transparent and flexible system for managing the economic file, and any public-private partnership, projects and activities targeted to attract investment and the mechanism for directing and implementing international grants for reconstruction.
