MP Jasem Mohammed Jaafar, known for his proximity to the Prime Minister, on a scheme led by the Gulf parties and involved political blocs to form the largest bloc after the elections and tasked to form a government, indicating that this came in return for granting the leader of the Democratic Party Massoud Barzani, the privileges enjoyed in Kirkuk and disputed areas.
